Arunachal Pradesh needs 217 Group C technical staff, from Auxiliary Nurse Midwives (ANMs) to police drivers, through APSSB NMTE 2026, the Non-Ministerial Technical Examination under Advertisement No. 06/26. The online form opened at 3:00 PM on 21 October 2026 and closes at 5:00 PM on 5 November 2026. The written test is tentatively set for 29 November 2026. Health Services has 119 of the posts, for ANM, lab, pharmacy, ECG, dental and health assistant staff. Another 96 are driver posts. A state rule of 26 August 2026 applies to every applicant. You need an Arunachal Permanent Residence Certificate, an APST (Arunachal Pradesh Scheduled Tribe) certificate and an indigenous tribal language.
A 15-day APSSB NMTE 2026 window that shuts at 5 PM on 5 November
The form window is short: 15 days. After 5:00 PM on 5 November 2026 the link is disabled. The notice says you cannot edit the form after the closing date.

The 14 LMV driver posts are spread over eight offices. Food and Civil Supplies has the most, with 5. Transport and Civil Aviation have 2 each. DC West Kameng, DC Upper Subansiri, Rural Works, Economics and Statistics, and the Sainik Welfare directorate have 1 each. The 9 HMV posts are 8 in Fire and Emergency Services and 1 in Higher and Technical Education. IRBn means Indian Reserved Battalion, as the notice puts it, and PHQ (Police Headquarters) holds both Constable (MT) Driver posts.
Two ANM posts are reserved for persons with benchmark disability (PwBD). They are for locomotor disability, which the notice says includes cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy. Fifteen posts are reserved for ex-servicemen. They are 4 in Fire and Emergency Services, 4 in Food and Civil Supplies, 4 in PHQ, 2 in IPR and 1 in Sainik Welfare. The notice says the category-wise numbers are provisional and may change.
The 26 August 2026 rule: PRC, APST certificate and a tribal language
The uniform eligibility rule comes from the Government of Arunachal Pradesh notification of 26 August 2026 (No. AR-33/17/2026-SECT-1-AR/111). That date is after last year’s NMTE notice, so this is the first NMTE to apply it. Section 6 of the advertisement says every candidate must meet all three conditions:
- Permanent residence: you must be an Indian citizen living in Arunachal Pradesh, with a valid Permanent Residence Certificate (PRC) from the competent authority.
- Indigenous status: you must be an original inhabitant of the state and hold an Arunachal Pradesh Scheduled Tribe (APST) certificate.
- Tribal language: you must be able to speak one of the state’s indigenous tribal languages and know the local tribes. The language test follows the same 26 August notification. The advertisement does not describe the test.
Note 1.1 on page 2 says the uniform rule applies to all categories of vacancies, so UR seats also need the PRC, APST certificate and language. Note 1.3 says APST candidates selected on their own merit are not counted against reserved seats. Yet the vacancy table on pages 1 and 2 still lists 27 UR posts, and the notice says nothing more about how they are filled. If this matters to you, ask APSSB before you pay. Its website gives the helpdesk e-mail helpdesk-apssb@arn.gov.in and the phone numbers +91 94852 31286, +91 60095 62429 and +91 3602291251. Ex-servicemen should also note one more rule. The notice says ex-servicemen reservation applies to indigenous Arunachal Pradesh Tribals only.
Class 12 plus a health course or diploma for all 119 Health Services posts
All six Health Services posts need Class 12. Most need Class 12 Science plus a diploma.
| Post | Qualification printed in the notice |
|---|---|
| ANM | 2-year ANM course from an INC-recognised institution after Class 12, and registration with the APNC as a Registered ANM |
| Laboratory Technician | Class 12 (Science) with a Diploma in Medical Laboratory Technology (DMLT) |
| Pharmacist (Allopathy) | Class 12 (Science) with D.Pharm recognised by the PCI, and registration with the Arunachal Pradesh Pharmacy Council or the Indian Pharmacy Council |
| ECG Technician | Class 12 (Science) with a Diploma in ECG Technology |
| Dental Technician | Class 12 Science with a Diploma in Dental Mechanic or Technician from a DCI-recognised institute, and registration with the State Dental Council or the DCI |
| Health Assistant Jr. | Class 12 with a 2-year Health Assistant Training Course recognised by the state or central government |
The two IPR posts need an electrical, electronics, TV, radio or sound diploma. Field Publicity Assistant needs Class 12 with that diploma. Publicity Assistant needs only Class 10 with it.
The ANM post has an extra stage: a competency test with four stations of 10 marks each. They are vital signs, maternal and child health, infection control and basic midwifery. Each station lasts 5 minutes and has a qualifying mark of 7. You take 3 of the 4 stations and need 21 of the 30 marks. ASHA (Accredited Social Health Activist) workers get 8 extra years in the ANM age limit.
Driver posts in APSSB NMTE 2026: a licence check at three points
All five driver posts need Class 10. The licence rules differ by post:
- Head Constable Driver (31/26): a valid heavy motor vehicle (HMV) licence.
- Driver (LMV) (32/26): a valid light motor vehicle licence and at least 3 years of LMV driving.
- Driver (HMV) (33/26): a valid HMV licence and at least 3 years of HMV driving.
- Constable (MT) Driver, IRBn and Civil Police (34/26, 35/26): a valid HMV or LMV licence.
Two rules can catch drivers out. First, the 3 years of experience for the LMV and HMV posts is counted from the date your licence was issued. Second, note 1.6 says your licence must be valid on three dates. These are the closing date of the form, the day of the driving test and the day of document verification (DV). Only Head Constable Driver, Driver (LMV) and Driver (HMV) take the driving test. The two Constable (MT) Driver posts have no driving test, but the same note covers their licences. A licence that expires in December 2026 could fail the January driving test. Renew it early if it is close to expiry.
APSSB height, chest and running tests for the 31/26, 34/26 and 35/26 drivers
Head Constable Driver and both Constable (MT) Driver posts also have the PST, PET and a medical test. The physical tables give standards for men only.
| Test | Head Constable Driver (31/26) | Constable (MT) Driver (34/26, 35/26) |
|---|---|---|
| Height, APST (other districts) | 160 cm | 160 cm |
| Height, APST (Tirap, Changlang, Longding) | 152 cm | 152 cm |
| Chest | 79 cm, 84 cm expanded | 79 cm, 84 cm expanded |
| 100 m race | 16 seconds | 16 seconds |
| 1,500 m race | 8 minutes 30 seconds | 8 minutes |
| High jump (3 tries) | 107 cm | 107 cm |
| Long jump (3 tries) | 11 feet | 11 feet |
The 1,500 m time limit differs by post. Head Constable Driver gets 8 minutes 30 seconds, but the two constable posts get 8 minutes. Eyesight must be 6/6 in the better eye and 6/12 in the worse eye, with glasses allowed. Near vision must be J1 and J2, and colour blindness is not allowed. Ex-servicemen skip the PET but must still pass the PST.
Constable (MT) Driver posts have an 18 to 22 age limit on 5 November 2026
Age, qualification and experience are all counted on the closing date of the form, 5 November 2026.
- 18 to 35 years: all Health Services posts, Driver (LMV), Driver (HMV) and both IPR posts.
- 18 to 32 years: Head Constable Driver.
- 18 to 22 years: Constable (MT) Driver, IRBn and Civil Police.
The notice allows these relaxations. APST candidates get up to 5 years and PwBD candidates up to 15 years. The notice does not say how the APST relaxation works now that every applicant must be APST. If you need it, confirm with the APSSB helpdesk before you apply. Departmental staff with 3 years of continuous service get 5 more years for Group C posts in the same or an allied line. Ex-servicemen may subtract their service period from their age. They are treated as eligible if the result is no more than 3 years above the limit.
Only written test marks count for the APSSB NMTE rank
Every candidate sits one 2-hour objective test with two parts:
| Part | Questions | Marks | Time |
|---|---|---|---|
| Common Paper: general questions, reasoning, arithmetic and English (10 questions each) | 40, at 2.5 marks each | 100 | 1 hour |
| Technical Paper for your post | 50, at 2 marks each | 100 | 1 hour |
| Total | 90 | 200 | 2 hours |
There are nine technical papers. All five driver posts share Paper 7 on road safety and traffic signs. Each other post has its own paper. There is no negative marking. You need at least 33% in the Common Paper and 33% in the Technical Paper, counted separately. The notice points to two syllabus notices dated 8 October 2026 (Nos. 1437 and 1438), uploaded in the Syllabus section of the APSSB website.
The later stages only decide pass or fail. The PST and PET, the driving test, the ANM competency test and the medical test add no marks. The final merit list uses written test marks only. APSSB calls 8 candidates per vacancy to the PST and PET. It calls 3 per vacancy to the driving test and to the ANM competency test. There is no re-checking of answer sheets.
The 2025 NMTE had 239 posts and charged general candidates Rs 200
The previous NMTE, Advertisement No. 05/25 of 5 August 2025, had 239 posts (198 APST and 41 UR). Its form ran from 4 to 30 September 2025. Two key rules changed, and the post list is different:
- Eligibility: the 2025 list began with “The candidate must be a citizen of India”. The 2026 list adds the PRC, APST certificate and tribal language conditions.
- Fee: 2025 charged Rs 150 for APST candidates and Rs 200 for general candidates. The 2026 notice sets one fee of Rs 150, paid online and not refundable. PwD and PwBD candidates pay nothing.
Post preferences lock once you submit the APSSB form
- Apply only on apssb.nic.in between 21 October and 5 November 2026. No other mode is accepted.
- Upload a recent passport-size photo of 50 to 100 KB. Sign on white paper with a black pen and upload a scan of 10 to 50 KB. Both must be JPG, JPEG or PNG.
- Upload copies of the certificates for the post you choose.
- Mark your post and department preferences with care. The notice says they are final once submitted. Your merit allocation follows that order.
- Pay the Rs 150 fee online, unless you are PwD or PwBD.
- Keep the same photo ID you enter in the form, such as Aadhaar, voter ID, PAN or a driving licence. You must carry it in original with the admit card.
If you send more than one form for the same post, APSSB keeps only the latest one. Eligible PwBD and PwD candidates can get a scribe and 20 extra minutes per hour. You must opt for the scribe in the online form.
APSSB gives no extra time for a missing DV certificate
Shortlisted candidates first upload copies on the APSSB portal when told to. Later they bring the originals and self-attested copies. The list includes your Class 10 certificate (for date of birth), marksheets, diploma and registration certificates, experience certificates, the APST certificate and the PRC. PwBD candidates need their disability certificate. Ex-servicemen need the discharge book and PPO. Government staff need an intimation letter or NOC to the head of department. The notice gives no extra time to produce missing papers.
For more openings in the state, see Arunachal Pradesh government jobs. Health workers can browse healthcare jobs, and drivers can check police jobs. You can also filter by 10th pass jobs, 12th pass jobs or diploma jobs. The same Board has also notified APSSB CSLE 2026 for 93 MTS posts, for Class 10 or ITI pass candidates. Drivers can also see the ISRO URSC Technician B and Driver posts.
