Bastar Gram Panchayat Secretary Recruitment 2026: 70 Posts for District Natives

Bastar Gram Panchayat Secretary 2026 is open only to native residents of Bastar district in Chhattisgarh. Zila Panchayat Bastar, Jagdalpur, will fill 70 posts in the district’s new gram panchayats. You need Class 12 and a one-year diploma in data entry operation or programming. Age must be 18 to 40 on 1 January 2026. On 19 October 2026 the district website listed the window as 14 October to 16 November 2026. Forms go only by registered post or speed post. The notice gives the deadline as 5:30 on 16 November 2026 and does not say AM or PM.

UR 15, OBC 10, SC 1, ST 44: where the 70 Bastar seats are

The notice splits the 70 seats among UR (unreserved), OBC (Other Backward Classes), SC (Scheduled Caste) and ST (Scheduled Tribe) candidates. Inside each group it also marks seats for women, persons with disability (PwD) and ex-servicemen.

All 5 PwD seats are in the ST group. Two are for blind or low-vision candidates and two for deaf or hard-of-hearing candidates. The fifth seat is for locomotor disability (trouble moving the body). The notice says this covers cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy.

Condition 14 says the number of posts may go up or down, or the post may be cancelled. The decision of the Chief Executive Officer (CEO) of the Zila Panchayat is final.

Bastar native, Class 12 and a one-year data entry diploma

• Residence: you must be a native resident of Bastar district (“mool niwasi” in the notice). The notice invites candidates eligible and interested for the district’s seven development blocks. The form asks for a copy of your residence certificate.
• Education: you must have passed the Higher Secondary (Class 12) board exam. You also need a one-year diploma in Data Entry Operator (DEO) or Programming from a government-recognised institution.
• Employment exchange: you need a live registration at the employment exchange of any district of Chhattisgarh.

Two personal rules also apply. A person who married before the legal minimum age, or who married someone who already has a living spouse, is not eligible. The state may exempt a case for good reason. A person with more than two living children, one of them born on or after 26 January 2001, is also not eligible.

Age 18 to 40 on 1 January 2026, and 45 for serving staff

The age limit is 18 to 40 years on 1 January 2026. SC, ST, OBC, disabled and women candidates get relaxation as notified by the state government. The years of relaxation are not given in the notice.

The upper limit is 45 years for government servants, staff of corporations and boards, contract workers and Nagar Sainik employees, as the notice names them. Serving government, semi-government, corporation and board employees must send a no-objection certificate (NOC) from their employer (condition 9).

Pay scale printed as 3500-10000 with grade pay 1100

The notice gives the pay as “3500-10000+ ग्रेड वेतन 1100”, plus other allowances the government pays from time to time. Read as rupees, that is a scale of 3,500 to 10,000 with a grade pay of 1,100. The notice gives no DA (dearness allowance) rate or other allowance amounts. Without them, the monthly take-home amount cannot be worked out.

Selected secretaries serve a probation of 3 years, which can be stretched to 5 years. The CEO ends the probation if work and conduct are found suitable. If the work is not found satisfactory, the appointing authority will end the service.

How the merit marks for Bastar Gram Panchayat Secretary are built

For the experience marks, a year means at least 9 months of work. Only work as a Rozgar Sahayak (employment assistant) counts. You must attach the employer’s appointment order. Past and present Rozgar Sahayaks also need a “no dues, no inquiry” certificate. A competent authority must attest it for the gram panchayat where they worked. Serving Rozgar Sahayaks must also attach an NOC from their appointing officer. Without these papers, no experience marks are given.

Condition 17 sets the order of steps. After scrutiny, a list of candidates goes up on the Zila Panchayat notice board for claims and objections. Eligible candidates are then sent call letters, in a ratio of 1:10, for a “written/skill test”. Scoring 33% in it is compulsory.

Written test or skill test? Condition 17 does not say

Page 1 and page 2 of advertisement 2434 describe the test in two ways. The merit table on page 1 lists a computer skill test, weighted at 25 percent, and no written test. Condition 17 on page 2 calls the stage a “लिखित/कौशल परीक्षा”, which means written or skill test, and makes 33% in it compulsory. The notice does not say whether a written paper will be held, what it will cover, or how its marks would count. It also does not explain what the 1:10 shortlist is ranked on, or what the 33% is counted against. Condition 17 says call letters will be sent to candidates, and condition 18 asks candidates to keep checking the district website for updates.

Pages 3 and 4: filling and posting the Bastar form

1. Use the form printed on pages 3 and 4 of the advertisement. The notice says the form can also be seen on the notice boards of Zila Panchayat Bastar and the Janpad Panchayats.
2. Paste a recent passport-size photo. Fill in your caste, gender, date of birth and age on 1 January 2026.
3. Attach copies of your certificates, attested by a gazetted officer or self-attested. Reserved-category candidates need a permanent caste certificate signed and sealed by the Sub-Divisional Officer (Revenue).
4. Attach your residence certificate, live employment exchange registration and, if they apply, ex-servicemen and experience papers.
5. Put in two self-addressed envelopes with your PIN code, each with a Rs 40 postage stamp.
6. Write “आवेदित ग्राम पंचायत सचिव हेतु आवेदन 2026” (application for Gram Panchayat Secretary, 2026) on the envelope.
7. Address it to the Chief Executive Officer, Zila Panchayat Bastar, Jagdalpur. Send it only by registered post or speed post.

The office is not responsible for forms delayed in the post. The notice mentions no application fee. A candidate found ineligible at any stage will have the application rejected.

Four things to ask the Zila Panchayat Bastar office

• Whether “5:30 बजे” on 16 November 2026 (page 1) means 5:30 PM, and whether the form must reach the office by then. Condition 12 on page 2 says the office is not responsible if a posted form arrives late, so send yours early.
• Whether the 1:10 test includes a written paper (merit table on page 1, condition 17 on page 2).
• The years of age relaxation for each category (age clause on page 1).
• Why the form’s disability box (item 6 on page 3) lists blindness and hearing loss but not locomotor disability, though note 1 on page 1 reserves one seat for it.

The advertisement prints no phone number or email address. The only contact it gives is the office of the Chief Executive Officer, Zila Panchayat Bastar, Jagdalpur. If any of these points decides whether you apply, confirm it with that office before you post your form. Condition 18 on page 2 asks candidates to keep checking the district website for updates.
