Jashpur Gram Panchayat Secretary Recruitment 2026 fills 10 posts of Gram Panchayat Secretary (Panchayat Karmi) under Zila Panchayat (district panchayat) Jashpur, Chhattisgarh. Six of the 10 seats are for Scheduled Tribe (ST) candidates. Applicants must live in Jashpur district, be between 18 and 35 on 1 January 2026, and hold Class 12 plus a one-year Data Entry Operator or Programming diploma. There is no SC seat in this advertisement, and only one seat is kept for a woman (in the ST group). The notice says the appointing officer may cut or add posts, and no claim will be accepted against such a change.

Advertisement 564 qualification: Class 12 plus a data entry or programming diploma

Clause 1 of the detailed advertisement asks for two things:

• A pass in the Higher Secondary (Class 12) board exam.
• A one-year diploma in Data Entry Operator or Programming from an institution recognised by the government.

Both must be in hand before the advertisement date, 15 October 2026 (clause 6(2)). A diploma you finish later will not count.

You also need a live registration with the employment exchange (Rozgar Karyalaya) on the day you apply. The form asks for its number and date.

Local residence, a 35-year age cap and the early-marriage bar

You must be a local resident of Jashpur district. Attach a self-attested copy of your residence certificate from the competent officer. The form also asks if you are a permanent native of the district.

On 1 January 2026 you must be at least 18 and not over 35. SC, ST, OBC and women candidates get age relaxation as notified by the state government. The advertisement does not print how many years.

One more rule is easy to miss. A woman who married before age 18, or a man who married before age 21, cannot be appointed.

Merit points: Class 12 weightage, skill test and Rozgar Sahayak years

The advertisement mentions no written exam. Merit is built from certificates and a computer skill test, as clause 2 prints it:

The notice mixes “per cent weightage” and plain marks (clause 2(1), page 2). It does not show the total or how the weightage is turned into marks. If the 50 and 25 per cent are read as 50 and 25 marks, the four parts add up to 100, but the notice does not say so.

Five candidates per seat, category-wise, will be called to the skill test from the merit list. The final list adds your skill test marks to your qualification marks. The skill test date, place, content and pass mark are not given.

Rozgar Sahayak experience counts only with a certificate from the CEO of a Janpad Panchayat. It must show the office issue number (javak kramank) and the seal of the issuing officer.

If two candidates tie, clause 7(12) gives priority by date of birth. It does not say whether the older or the younger candidate goes first. For each post, a waiting list of 20 per cent, or 3 names, whichever is more, will be kept. Both lists stay valid for one year from the date of the appointment order.

Salary line in clause 7(4): pay scale plus dearness allowance

The advertisement gives the pay as the scale Rs 3,500 to Rs 10,000 with grade pay Rs 1,100. Clause 7(4) adds that dearness allowance (DA, the extra paid to match price rises) is payable “as per rules”. The notice does not give a 7th Pay Commission level or a monthly figure, so this page does not estimate the salary.

1. Fill the Hindi form. Write your name and your father’s or husband’s name in Hindi and in English capital letters.
2. Paste a recent passport-size photo and self-attest it.
3. Attach self-attested copies of your High School (Class 10) certificate as date-of-birth proof, and your Class 10 and Class 12 marksheets. Add graduation or postgraduation papers if you have them, and the computer diploma. Also attach your permanent caste certificate, residence certificate and experience certificate. A marriage certificate is optional.
4. For OBC candidates, an income certificate from the competent officer is accepted to show creamy or non-creamy layer status (the income test for OBC benefits). All certificates must be in the Chhattisgarh government format.
5. If you work in a government or semi-government office, apply through proper channel with a No Objection Certificate (NOC).
6. Write the post name on the envelope. The notice says a form without it may be rejected.
7. Send it by registered post or speed post to: Office of the Chief Executive Officer, Zila Panchayat Jashpur (C.G.), PIN 496331.

The form must reach the office by 5:30 PM on 30 October 2026. Posting it by that time is not enough. The office takes no responsibility for postal delay. Forms given by hand, by email or by any other electronic means are not accepted. Incomplete forms, or forms without the documents, are rejected. A form with incomplete, unclear, wrong or false information will be cancelled, and legal action may be taken against the applicant (clause 5(4)). The advertisement mentions no application fee.

Three to five years on probation, under the 1998 conduct and 1999 discipline rules

• A selected secretary serves 3 years on probation. It can be extended to 5 years. If the work is not satisfactory, the appointing officer will end the service.
• Either side can end the appointment with one month’s notice, or one month’s pay in place of notice.
• The Chhattisgarh Panchayat Service (Conduct) Rules 1998 and (Discipline and Appeal) Rules 1999 apply.
• A former worker removed on a charge cannot be appointed.
• You must declare any criminal case pending or decided against you, with the Act, section and case number. You cannot be appointed if you were convicted of a crime involving “moral turpitude” (a serious dishonest or immoral act), or of harassing women.
• In any dispute, the decision of the CEO, Zila Panchayat Jashpur, is final.

• When and where the computer skill test will be held, and its pass mark. Clause 7(9) on page 4 only says who will be called.

• Whether the older or the younger candidate wins a tie (clause 7(12), page 4).
