UPSSSC Yuva Kalyan Adhikari Recruitment 2026: 412 Officer and Vyayam Prashikshak Posts

Graduates with a PET-2025 (Preliminary Eligibility Test) score card can apply for 368 Yuva Kalyan Adhikari posts in Uttar Pradesh. But Annexure-2 of the same notice (page 25) says the post also needs a physical education degree, so read the qualification section below before you apply. UPSSSC Yuva Kalyan Adhikari Recruitment 2026, Advertisement No. 23-Exam/2026, also has 44 Vyayam Prashikshak (physical training instructor) posts, 412 in all. The Adhikari is an area-level (kshetriya) officer for youth welfare and the Pradeshik Vikas Dal, under the Directorate General of Youth Welfare and Prantiya Rakshak Dal. The online form runs from 16 October to 6 November 2026, and fee matching and corrections run until 13 November 2026.

Advt 23 forms close 6 November; fee matching and edits run a week longer

No new form or fee is accepted after 6 November 2026. The week up to 13 November is for bank matching of fees already paid and for corrections.

142 of the 368 UPSSSC Yuva Kalyan Adhikari Recruitment 2026 posts are special selection seats

SC, ST and OBC stand for Scheduled Castes, Scheduled Tribes and Other Backward Classes; UR is unreserved and EWS is Economically Weaker Sections. Each post has a regular row and a row marked “special selection” (vishesh chayan). The special selection rows list only SC, ST and OBC posts, with no UR or EWS seats. The notice does not explain the term further.

In all, 164 of the 412 posts are special selection posts, and only 101 are unreserved. Within the rows, 81 posts are for women, 20 for ex-servicemen, 6 for dependants of freedom fighters and 6 for outstanding sportspersons. The table shows no post for persons with disabilities (PwD), although the notice describes a 4% PwD reservation in general. The notice also says the numbers may go up or down.

Is a B.P.Ed. essential for the Adhikari? Page 10 and Annexure-2 disagree

The qualification table on page 10 treats the two posts differently:

• Yuva Kalyan Adhikari: a graduate degree from a university set up by law in India, or an equivalent. A B.P.Ed. (Bachelor of Physical Education) or D.P.Ed. (Diploma in Physical Education) is listed only as a preference.
• Vyayam Prashikshak: a graduate degree and a D.P.Ed. or B.P.Ed. (or an equivalent). The equivalents named are B.P.E. and graduation in physical education.

But Annexure-2 on page 25 says something else. It is a Higher Education Department letter of 2 February 2024. Its item 6, a committee recommendation that the letter passes on, says the essential qualification for both posts is graduation plus a D.P.Ed., B.P.Ed., B.P.E. or graduation in physical education. Page 10 makes the physical education degree essential only for Vyayam Prashikshak. Section 8 on page 11 adds that selection will follow the 2017 service rules and this same letter of 2 February 2024. Paragraph 11.27 on page 23 says that in any error or discrepancy, the relevant service rules, reservation act and government orders in force prevail. The notice does not say which wording governs the Adhikari post, and no corrigendum had come by 26 October 2026. UPSSSC also says in paragraph 11.23 that it does not advise candidates on eligibility.

If you are a graduate without a D.P.Ed., B.P.Ed. or B.P.E., confirm with UPSSSC before you apply for the Adhikari post. Page 1 of the notice gives the email online.upsssc@nic.in and the office address: PICUP Bhawan, third floor, Vibhuti Khand, Gomti Nagar, Lucknow 226010. Paragraph 11.24 says you can contact the Commission’s office on any working day. The Contact Us section of the UPSSSC website also lists the phone number 0522-2720814. UPSSSC says in paragraph 11.22 that it does not write to candidates one by one and puts every update on its website. So also check its notice board until 6 November 2026.

You must hold the essential qualification and certificates by 6 November 2026. When all else is equal, the Adhikari post prefers a B.P.Ed. or D.P.Ed. It also prefers three years as a Block Commander, Halka Sardar or Dalpati in the organisation, two years in the Territorial Army, or a National Cadet Corps (NCC) ‘B’ certificate. For Vyayam Prashikshak, preference goes to a training diploma in the relevant branch from NIS (National Institute of Sports) or LNIPE (Lakshmibai National Institute of Physical Education), or an M.P.Ed. (Master of Physical Education), two years in the Territorial Army, or an NCC ‘B’ certificate.

ST candidates get 160 cm and 147 cm height limits for both Advt 23 posts

Both posts have the same body measurements.

No chest measurement is set for women. The physical tests come after the written exam, only for shortlisted candidates. They only decide pass or fail.

Each event gives 10, 15, 20 or 25 marks. The table sets 10 as the minimum for each event, and the pass mark is 45 over all four events. The notice also says a candidate who takes only three events and still scores 45 or more passes.

Malkhamb, Mugdar and gymnastics marks in the UPSSSC Vyayam Prashikshak test

The instructor test has two parts. Most items carry 25 marks; in women’s gymnastics, parallel bar carries 35 and the other three items 30 each.

• Indian exercise: men do Malkhamb, Asan and Mugdar and need 50 in all. Women do rope Malkhamb, Asan and skipping rope and need 40.
• Gymnastics: men do parallel bar, horizontal bar, vaulting horse, pommel horse and floor exercise and need 75. Women do parallel bar (35), vaulting horse (30), balancing beam (30) and uneven bars (30) and need 65.

The notice does not say clearly whether you must pass both parts or one of them.

1 July is the Advt 23 age date, but the notice prints no calendar date

Section 7 of the notice (page 11) gives the rule. You must be at least 21 and not over 40 on 1 July of the calendar year in which UPSSSC advertises the vacancies. The notice does not print the date itself. The advertisement is dated 30 September 2026. If your age is near a limit, confirm with UPSSSC using the contact details in the qualification section above.

SC, ST and other notified categories get the relaxation the government sets, but the notice prints no number of years. UP government employees get 5 years, and Mukhyamantri Fellowship researchers also get a relaxation. Only one relaxation, the most useful one, applies. Your date of birth is taken only from your High School (or equivalent) certificate.

From PET-2025 score to the 100-mark mains for both Advt 23 posts

UPSSSC shortlists for the mains by PET-2025 normalised score: 15 times the vacancies in each category, plus everyone tied at the cut-off score to two decimal places. An absolute or normalised PET score of zero or below is not shortlisted. Candidates whose PET-2025 result is marked “Under Investigation” or “Provisional” may apply, but their selection depends on UPSSSC’s inquiry.

The mains is one objective paper of 100 questions in 2 hours, 1 mark each. A quarter mark is cut for each wrong answer. There is no interview. Final selection is by written marks among those who pass the physical tests.

Rs 25 to apply, with no EWS row in the Advt 23 fee table

The form stage has no application fee. You pay only Rs 25 as an online processing fee. The fee table lists UR, OBC, SC and ST, with no EWS row. You can pay by card, net banking, UPI or SBI e-challan. Shortlisted candidates pay a separate mains exam fee before downloading the admit card; the notice gives no amount.

Address, category, gender and qualification edits in the Advt 23 form until 13 November

1. Log in on upsssc.gov.in with your PET-2025 registration number and the OTP sent to your registered mobile or email.
2. Your details, photo and signature are pulled from PET-2025. The notice says the photo and signature cannot be changed.
3. Select each post you want, enter your qualification details and pay the fee.
4. The form submits once the fee is matched. Print it and keep the copy for document verification.

Until 13 November 2026 you can use “Modify Application” to change your correspondence address, EWS or horizontal category, gender, essential and preferred qualification details, and marital status. Post preference is taken at document verification. Make only one application, because UPSSSC keeps only the last one submitted.

UP domicile, EWS certificate dates and Pay Levels 5 and 6

Reservation is only for Uttar Pradesh domiciles. Others can apply as unreserved candidates. An EWS certificate must be issued between 1 April and 6 November 2026, on income for 2025-26. Ex-servicemen need a retirement date on or before 6 November 2026. For a woman claiming SC, ST or OBC reservation, only a caste certificate issued from the father’s side is accepted.

Pay Level is the level in the pay matrix. The Yuva Kalyan Adhikari is at Level 5 (basic pay Rs 29,200 to 92,300). The Vyayam Prashikshak is one level higher, at Level 6 (Rs 35,400 to 1,12,400). In-hand pay depends on the UP DA (dearness allowance) rate, which this page does not add.
