Only active Scouts and Guides can apply for these 27 Northern Railway posts, under RRC NR Scouts and Guides Quota Recruitment 2026. Employment Notice No. RRC/NR 01/2026/S&G has 5 posts in Level 2 and 22 posts in Level 1 of the 7th Pay Commission pay matrix. The notice schedules the online form from 6 November to 6 December 2026, but on 7 November the RRC website did not yet show an apply link. Level 2 needs Class 12 with 50% marks, or, for technician categories, Class 10 with ITI or a completed Act Apprenticeship. Level 1 needs Class 10, ITI or a National Apprenticeship Certificate. Every applicant also needs the President’s award or the Himalaya Wood Badge, five years of active membership and four events. The written test is expected in January 2027.

Railway Recruitment Cell papers we used: the 14-page, mostly scanned Employment Notice RRC/NR 01/2026/S&G (PDF), signed by the Chairman of RRC Northern Railway on 4 November 2026. It is a scan, so every line here is our reading of the page images; page numbers in brackets refer to it. For last year’s cut-off marks we used the RRC’s cut-off notice dated 21.04.2026. Both are on the RRC Northern Railway website. On 7 November 2026 its home page listed this notice under 04.11.2026, with no corrigendum. It showed no apply link yet, though the notice gives 6 November as the start date.

Pay levels, not post names, in RRC NR Scouts and Guides Quota Recruitment 2026

The notice names pay levels of the 7th Central Pay Commission pay matrix, not rupee pay. Level 2 is a Group C post and Level 1 is the old Group D. It does not list post names; it mentions clerks only in its typing rule. Selected candidates start at the minimum of the pay scale (pages 1, 2 and 6).

Level Group Posts Education
Level 2 Group C 5 Class 12 with at least 50% marks; or Class 10 plus course-completed Act Apprenticeship; or Class 10 plus NCVT/SCVT ITI (the last two for technician categories)
Level 1 Group D (erstwhile) 22 Class 10 plus National Apprenticeship Certificate (NAC); or Class 10 plus ITI; or Class 10, ITI, an equivalent or NAC
Total 27

NCVT and SCVT are the national and state councils for vocational training. The 50% condition for Class 12 does not apply to SC, ST and ex-servicemen for NTPC categories, nor to graduates and postgraduates (page 1). The notice does not expand NTPC; in railway recruitment it usually means non-technical popular categories.

No post is reserved for any community. SC, ST and OBC candidates still get the age relaxation (pages 1 and 6). You may apply for both levels if you qualify, but each needs its own form and fee. The two tests are planned for the same day in two shifts (page 1).

President’s award, five active years and four events for RRC/NR 01/2026/S&G

Both levels need the same scouting record (pages 1 and 2):

  • President’s Scout, Guide, Rover or Ranger award, or the Himalaya Wood Badge (HWB), in any section
  • active membership of a scouting organisation for the last 5 years, shown by a Certificate of Activeness in the set format
  • two events at national or All India Railway level, and two events at state level

The Certificate of Activeness must be dated on or after the date of the notice, 4 November 2026. An older one makes the form invalid (page 8). The format has signature spaces for the Group Leader and for two officials printed only as DOC and DC, which the notice does not expand (page 10). Pages 1 and 2 call this format Annexure I (printed on page 10), and page 8 calls it Annexure-8 (printed on page 14). The two forms carry the same text. The notice says there is no relaxation in the education or scouting qualification (page 6).

Upper age 30 for Level 2 and 33 for Level 1 on 1 January 2027

Level UR (unreserved) OBC SC/ST
Level 2 18 to 30 18 to 33 18 to 35
Level 1 18 to 33 18 to 36 18 to 38

The OBC and SC/ST columns seem to include the 3-year and 5-year relaxations listed on page 3. Your Class 10 certificate must show your date of birth (page 2). Page 3 lists more upper-age relaxations:

  • persons with disabilities: 10 years (UR), 13 years (OBC), 15 years (SC/ST)
  • ex-servicemen with at least 6 months of continuous service after attestation: their defence service plus 3 years
  • people domiciled in Jammu & Kashmir from 1 January 1980 to 31 December 1989: 5 years
  • railway Group C and erstwhile Group D staff, casual labour and substitutes with 3 years’ service: up to 40 (UR), 43 (OBC), 45 (SC/ST)
  • widowed, divorced or judicially separated women not remarried: up to 35 (UR), 38 (OBC), 40 (SC/ST)
  • those who began Act Apprenticeship before age 25: up to 35 (UR), 38 (OBC), 40 (SC/ST)

Staff of railway canteens, co-operative societies and institutes get relaxation up to their length of service or 5 years, whichever is lower. Course-completed Act Apprentices get it for the period of their training, for posts that need ITI or Act Apprenticeship.

Pay from your own account: Northern Railway refunds Rs 400 or the full Rs 250

The fee is paid online only (page 4):

  • Rs 500 for most candidates. Rs 400 of it is refunded, minus bank charges, if you appear in the written test.
  • Rs 250 for SC, ST, ex-servicemen, persons with benchmark disabilities, transgender candidates, women, minorities and economically backward classes. The full Rs 250 is refunded, minus bank charges, if you appear in the written test.

The refund goes back to the account the fee came from, so pay from your own account. Minorities here are Muslims, Christians, Buddhists, Zoroastrians (Parsis) and Sikhs. An economically backward class candidate is one whose family income is below Rs 50,000 a year. That needs an income certificate in the Annexure-E format, on the letterhead of an authority listed on page 4, such as a District Magistrate, a Tehsildar or a sitting MP. Upload it with the form and bring it to document verification (pages 9 and 13).

60 marks in a Delhi test, 40 marks for your scouting certificates

Selection has two parts, each counted in the merit (pages 4 and 5):

  • Written test (60 marks, 60 minutes). It is a computer or tablet based test with 40 objective questions (40 marks) and one essay question (20 marks). It covers the Scouts and Guides organisation, its activities and general knowledge. The language is Hindi or English.
  • Certificate marks (40 marks). These come from your scouting record, as shown below.

Every wrong objective answer costs one third of that question’s marks. You need at least 40% in the written test to go further, with relaxation for reserved categories as per Railway Board rules. Candidates are then called for document verification at five times the number of posts. The written test and document verification are held in Delhi only (page 5).

Certificate head (maximum 10 marks each) Marks
National events or jamborees, including All India Railway events First two: nil. One more: 7. Two or more extra: 10
State events or rallies First two: nil. One more: 7. Two or more extra: 10
Specialised Scouts/Guides course at national, state or All India Railway level One course: 7. Two or more: 10
District rallies One: nil. Two: 7. Three: 10

The first two national and the first two state certificates only make you eligible. They score nothing. Marks start with the third certificate in each of those heads. On our reading of the table, a candidate with only the minimum record gets 0 of the 40 certificate marks.

The syllabus in Annexure II starts with the history of scouting and guiding and the Law and Promise. It covers the organisation at district, state and national levels, flags and the flag song, and proficiency badges. Hiking, pioneering and handicrafts are also listed. It also covers the Indian Railway Jamborette, the National Jamboree and Jamboree on the Air, plus WAGGGS and WOSM, the world bodies for Guiding and Scouting. Annexure II is headed for Group C posts, but page 5 applies it to both levels. The award competition printed as “Uprashtrapati Award” and the Prime Minister Shield competition are listed too (page 11).

Last year’s Northern Railway Scouts and Guides cut-off: 84 and 84.33

For the 2025-26 cycle, the cut-off marks for candidates placed on the provisional panel were 84.00 in Level 1 and 84.33 in Level 2. This comes from the RRC’s cut-off notice dated 21.04.2026, for Notification RRC/NR 02/2025/S&G. That notice does not print the total those marks were out of. In this year’s scheme the total is 100. This year’s cut-off can be different.

Uniform and cap in the photo, and two NOC rules in RRC/NR 01/2026/S&G

The form is filled online in six parts: registration, application, fee, uploads, payment print and application print (page 8). These points from pages 6 to 9 decide whether the form is valid:

  • Upload a photo in full Scout or Guide uniform, with cap. A photo without it makes the form invalid.
  • Upload your Class 10 certificate as date of birth proof and your education certificate. Add the President’s award or HWB certificate and parchment, the activeness certificate and the event certificates. A caste or other category certificate is needed if you claim one.
  • Do not sign in capital letters, and sign the same way at every stage. A form without the photo, the left thumb impression or a signature is invalid.
  • The notice gives two rules on the No Objection Certificate (NOC) that do not match. Page 6 says government employees must apply with an NOC, or the form “shall be summarily rejected at any stage”. Page 7 says serving employees may apply directly after informing their employer, and must produce the NOC at document verification. Page 7 also covers PSU staff and those on induction training or probation. To be safe, get the NOC before you apply. If you cannot, inform your employer before applying and ask the RRC help desk (9560268721, 9560268722) which rule applies to you.
  • Multiple applications are listed as invalid (page 8), while page 1 allows a separate form for each level. A form in a language other than English or Hindi is invalid.

Do not post any original certificates to the RRC. Bring them, with one set of self-attested copies, to document verification (page 7).

Delhi travel, 2-year clerk typing rule and the Annexure III pledge

There is no travel allowance, daily allowance or stay arranged for the selection. Bring your own Scout or Guide uniform and kit. SC and ST candidates who uploaded their community certificate get a free second-class rail travel authority with the e-admit card. You may need to stay more than one day at the venue (page 6).

Anyone appointed as a clerk under this quota must pass typing within two years of appointment. Otherwise the service ends with no extra time (page 6). Appointees also sign a declaration (Annexure III). It commits them to Unit Leader training within one year of posting and to opening or running a unit. They also promise progressive training and help to the railway’s scouting administration when required. Breaking it can lead to action under the D&A Rules (pages 7 and 12). The post and place of posting are decided by Northern Railway when it makes the offer (page 6).

Class 12 pass candidates can also look at the RRB NTPC Undergraduate recruitment. More openings are on our pages for railway jobs, 10th pass jobs, 12th pass jobs, ITI jobs and all-India government jobs.
