PSSSB Advt 13 of 2026 offers 10 posts in Punjab government departments: 5 Accountants, 2 Legal Assistants, 2 Head Draftsmen and 1 Law Officer. The notice classes all of them as Group-B posts. The Subordinate Services Selection Board, Punjab (PSSSB) takes applications only online, from 1 October to 22 October 2026, on sssb.punjab.gov.in. Each post has its own qualification, from a law degree with Bar experience to a B.Com or a Civil Draftsman certificate. Every applicant also needs Punjabi at Matric (Class 10) level. The age limit is 18 to 37 for General candidates on 1 January 2026. Selection is by one written exam of multiple choice questions (MCQ) with negative marking. The fee is Rs 1,500, or Rs 750 for Scheduled Castes of Punjab.

Source notice: PSSSB’s own PDF of Advertisement No. 13 of 2026, from sssb.punjab.gov.in. Its 10 pages are mostly in Punjabi. The qualification table, the category code table, the fee table and a few quoted rules are in English. The Board’s Secretary signed it at S.A.S. Nagar (Mohali) on 29 September 2026. On 8 October 2026 the Board’s site showed change notices (corrigenda) for other 2026 advertisements, but none for Advt 13 and no new last date.

Two SC groups and two women’s Accountant seats in PSSSB Advt 13 of 2026

Punjab splits its Scheduled Caste (SC) seats into two groups. SC (M&B) means the Mazhabi and Balmiki groups. SC (R&O) means Ramdasia and other Scheduled Castes.

Two of the five Accountant posts are for women: one General and one SC (M&B). No other post has a women’s seat.

When you fill the form, the category codes are 101 for General, 103 for SC (M&B) and 104 for SC (R&O). The category and its code cannot be changed later at any stage. Departments may also cut, raise or withdraw these posts at any time, the Board warns.

Only the Water Supply Board Legal Assistant post skips Bar experience

The three legal posts look alike, but the experience rule differs for each:

  • Law Officer (Higher Education): a professional degree in law, and at least three years of experience as an Advocate at the Bar.
  • Legal Assistant (Higher Education): a professional degree in law, and at least two years of experience at the Bar.
  • Legal Assistant (Punjab Water Supply and Sewerage Board): a degree in law. No experience is listed for this one.

So a law graduate with no Bar practice yet fits only the third post. Legal Assistant applicants give their department preference at a later stage.

B.Com and a 120-hour computer course for the PSSSB Accountant post

The Accountant post in the Excise and Taxation Department needs a Bachelor of Commerce (B.Com), or an equal degree, from a recognised university. The qualification table also says the person must qualify in “the competitive test held by the competent Authority”.

You also need one of two computer qualifications:

  • a course of at least 120 hours, with hands-on use of office software or desktop publishing, from a government-recognised institution that is ISO 9001 certified; or
  • a computer certificate equal to the ‘C’ Level of DOEACC (now NIELIT), the Government of India’s computer course accreditation body.

Civil diploma or Draftsman certificate for the two Local Government Head Draftsman posts

For the two Head Draftsman posts in the Local Government Department, you need either of these:

  • a Diploma in Civil Engineering, or a Certificate in Civil Draftsman or its equal, from the State Board of Technical Education Punjab or any other recognised institution;
  • a higher qualification in the relevant field from a recognised institution.

Matric Punjabi and the 22 October 2026 qualification cut-off

Two rules apply to all 10 posts. First, you must have passed Matriculation (Class 10) with Punjabi as a compulsory or elective subject, or an equal Punjabi exam named by the government. This comes from Rule 17 of the Punjab Civil Services (General and Common Conditions of Service) Rules, 1994. Without Matric Punjabi or such an equal Punjabi exam, you cannot be appointed.

Second, unless the service rules say otherwise, you must hold every required qualification by the last date of the form, 22 October 2026. A Punjab government notification of 21 January 2026 sets this cut-off. A qualification you complete after 22 October 2026 does not count for this advertisement.

Government staff can apply up to age 45, with an NOC at counselling

Age is counted on 1 January 2026. These are the limits:

  • minimum 18 years for every category;
  • maximum 37 years for General candidates;
  • maximum 42 years for Scheduled Caste residents of Punjab;
  • maximum 45 years for employees of the state or central government;
  • up to 40 years for widows, divorcees and certain other married women, as per a Punjab government letter of 23 April 1984.

Counselling is the stage after the exam where original documents are checked. Government employees must bring a No Objection Certificate (NOC) from their department to it to get the higher age limit. The age section lists no other relaxation.

Same Rs 35,400 in all five pay rows, but only one prints a range

Pay is given under the 7th Central Pay Commission scale. All five rows show Rs 35,400. Four rows add “Level-6”. The Water Supply and Sewerage Board Legal Assistant row gives the full range, Rs 35,400 to Rs 1,12,400 at Level 6. The Head Draftsman row shows only Rs 35,400, with no level.

A pay level is a step in the government pay table. In the one row that prints a range, Rs 35,400 is its lowest point. Pay and allowances follow Punjab Finance Department letters of 15 January 2015 and 4 October 2016, the notice says. It gives no allowance amounts, so this page gives no in-hand figure.

No one gets any other fee waiver. A fee once paid is not refunded in any case. If an online payment fails, the form is treated as not submitted.

PSSSB Advt 13 MCQ exam: 1/4 mark cut per wrong answer, and age as the first tie-break

Selection is through an objective MCQ written exam. Each question carries 1 mark, and 1/4 mark is cut for every wrong answer. The merit list follows the written marks. The notice gives no exam date, syllabus or further exam pattern. The roll number, syllabus and exam details will be put up on sssb.punjab.gov.in, and no letters are sent to candidates.

If two candidates have the same marks, the older one ranks higher. If they are the same age, the one with the higher percentage in the required qualification ranks higher. If that is also the same, higher Matric marks decide.

Candidates on the merit list are then called to counselling. A missing document there means the seat goes to the next candidate on the list. No travel or daily allowance (TA/DA) is paid for the exam or the counselling.

A Punjab residence certificate under five years old, possibly for every Advt 13 applicant

Reserved seats go only to residents of Punjab. To claim one, you upload a Punjab domicile or residence certificate, not more than five years old when you upload it. The next sentence of the notice (para 5(III), printed page 2) says the certificate is compulsory for every candidate, man or woman, of any category. That sentence sits inside the reservation clause, but its words cover every candidate. If you are not claiming a reserved seat, ask the helpline before 22 October 2026 whether you still need it.

An SC certificate must follow Punjab government rules. Women’s reservation follows the Punjab Civil Services (Reservation of Posts for Women) Rules, 2020.

Your e-mail ID is your PSSSB login, and nothing changes after Submit

  1. Open the “Apply Online” link for Advertisement No. 13 of 2026 on sssb.punjab.gov.in.
  2. Click “Registration” and fill in your details. Your e-mail ID becomes your User ID, so keep it and the password safe.
  3. Fill in your personal and education details. Upload a passport-size photo, or take one live with the camera, and a scanned signature. Forms without both are rejected.
  4. Click “Attach Annexure” and upload your Class 10 certificate, qualification certificates and other documents as PDF files. Then click “Save Documents”.
  5. Click “Make payment” and pay the fee online.
  6. Click “Submit” and print the full application form.

A saved draft can be reopened from Menu, then View Status of Application, then View Incomplete Application. After you submit, nothing can be changed. Fill the form yourself rather than through cyber cafe staff, the Board advises, since mistakes cannot be corrected later. No closing time is printed for 22 October 2026.

Central and state government employees must send the form through their own office (proper channel). Otherwise the notice says the candidate will be disqualified.

PSSSB helplines, and the two dates printed in Advt 13

The box of dates on printed page 1 says the advertisement was published on 29-08-2026. The signature on printed page 9 is dated 29.09.2026. The form dates of 1 to 22 October 2026 are the same in all three places they appear.
