Goa PSC Nursing Tutor Recruitment 2026: 25 Posts, M.Sc Nursing and Konkani

The Goa Public Service Commission (GPSC) published Advertisement No. 10 of 2026 on 9 October 2026. Its largest item is 25 Tutor posts in nursing under Goa’s Directorate of Health Services. The online form for Goa PSC Nursing Tutor 2026 closes on 23 October 2026. You need an M.Sc Nursing, or a B.Sc Nursing with 3 years of experience if M.Sc holders are not available, plus working knowledge of Konkani. The same advertisement has 15 more posts: eight medical college faculty posts, two Biochemist posts, two nursing Associate Professors and three engineering posts. The three are filled on deputation, that is, by serving government officers lent from their own departments.

No SC seat among the 25 Goa PSC Nursing Tutor 2026 posts

The 25 Tutor posts are in Level 6 of the pay matrix, the government’s grid of pay bands. The advertisement does not print a rupee figure for the pay.

There is no SC seat among the 25. One of the 25 posts is reserved for a person with locomotor disability. This covers cerebral palsy, cured leprosy, dwarfism, acid attack victims and muscular dystrophy. The note on page 3 says that if no such candidate is found, “the equal number of posts to be kept vacant from General Category”.

Goa Tutor qualification: M.Sc Nursing first, B.Sc Nursing only as a fallback

Page 3 sets the Tutor qualification in two steps:

1. A Master’s degree in Nursing from a recognised university.
2. Only if a candidate with a Master’s degree is not available: a B.Sc Nursing or Post Basic B.Sc Nursing, with 3 years of experience. At least 1 of those 3 years must be teaching in a School or College of Nursing.

So the B.Sc route applies only “if a candidate with Master’s degree in nursing is not available”, in the advertisement’s words. Knowledge of Marathi is desirable, not essential. The Tutor rules do not ask for experience from M.Sc holders, and do not list nursing council registration.

The General Instructions add that you must hold your degree and experience certificates in original on the day you submit the form. If your marks are in CGPA, convert them using the table in the instructions: 6.25 is 55%, 6.75 is 60%, 7.25 is 65%, 7.75 is 70% and 8.25 is 75%.

Working knowledge of Konkani is essential for Goa Tutors

Konkani is an essential qualification for the Tutor post. Paragraph 9 of the General Instructions grades it as fluent, working knowledge or no knowledge. You need at least working knowledge, or you are not eligible. An expert checks this at the interview.

The advertisement allows the Konkani rule to be relaxed only for Group ‘A’ posts in professional colleges and for consultants in the Directorate of Health Services. The advertisement and the instructions do not say that the Tutor post is covered by this relaxation.

Age limit of 45 and the Goa relaxation table

The upper age for a Tutor is “not exceeding 45 years”. The advertisement does not print the date on which age is counted. The General Instructions list these relaxations:

The contract staff relaxation applies only if your first contract appointment was made through an advertisement. You also need a certificate from your Head of Department in the format given in the instructions. The instructions also say the maximum relaxation is as notified by the government from time to time.

Out-of-state reserved candidates pay the full Goa PSC fee

SC, ST, OBC, CFF and EWS candidates from other states apply as General and pay Rs 1,000. The fee is not refunded. A payment made after 23 October 2026 leads to rejection, and that money is not returned either.

You can pay online by net banking or debit card at no charge. Paying by credit card adds the gateway’s charges. The offline route is an e-challan, a payment slip generated on the portal and paid in cash at any SBI branch in Goa, on a bank working day. The challan needs the bank’s stamp, and you must hand the stamped copy in at the Commission’s office in Panaji by 23 October 2026.

No printout to post: the Goa PSC form locks once you pay

1. Register on Goa CBES application portal or through the GPSC website, and note your user ID and password.
2. Scan your passport-size photo and signature before you start.
3. Fill every field. Enter the percentage of marks for each exam.
4. Give an e-mail address and mobile number you check often. The Commission sends all messages to them.
5. Pay the fee and download the e-receipt. The form can be downloaded only after payment, and it cannot be edited after the fee is paid.

Do not post a printout to the Commission. If you find a mistake after 23 October, e-mail the Commission within 3 days of the last date. You will then get one chance to edit the form, within one week from the last date for such e-mail requests. If you work for a government or public body, tell your employer you have applied. The employer has 15 days from the closing date to object, or approval is assumed. For portal or payment problems, the helpline is 8530499686, from 9.30 AM to 5.30 PM on working days.

Goa PSC may shortlist five candidates per post for the interview

The advertisement says the minimum qualification does not guarantee an interview. If many people apply, the Commission may shortlist candidates in the ratio of 5 per post (1:5). It may use a computer-based screening test, your percentage of marks, a higher qualification, preferred experience or any other suitable criteria to do this. It will announce the type of test in advance.

The minimum marks in the screening test and the interview are:

• General, EWS and ex-servicemen: 50%
• OBC, PwD and CFF: 45%
• SC and ST: 40%

The screening test, if held, gives a fifth option, “(e) none of the above”, for questions that are wrong or out of syllabus. Each question you challenge costs Rs 100. The Commission checks your eligibility at the interview from your original documents. It only recommends names, and the Goa government makes the appointment after a medical test and a check of your background.

The other 15 posts in Goa PSC Advt 10/2026

All direct recruitment posts here carry an upper age of 45 and list Konkani as essential. Page 1 allows the Konkani rule to be relaxed for Group ‘A’ posts in professional colleges. The Biochemist post needs an M.Sc with Biochemistry as a principal subject. The nursing Associate Professor posts need an M.Sc Nursing in the speciality with at least 55% marks, and 10 years of teaching in a College of Nursing after the M.Sc. Or you need 10 years of teaching in nursing schools and colleges, of which at least 5 were in a College of Nursing. The three deputation posts are open only to serving central, state or UT government officers. You must hold an analogous post, or meet the set pay level and years of service and hold a civil or construction engineering degree.

A B.Sc Nursing holder should keep the experience certificate ready, showing at least one year of teaching in a nursing school or college. Every Tutor applicant needs working Konkani for the interview. Pay the fee and submit the form by 23 October 2026.
