UKPSC Lower PCS 2026 Notification: 54 Posts, Nayab Tehsildar to Cane Development Inspector
On this page
The UKPSC Lower PCS 2026 exam will fill 54 Group C (non-gazetted) posts in eight cadres, led by 20 Marketing Inspector and 13 Nayab Tehsildar posts. “Lower PCS” is only the common short name; the notice itself calls it the Uttarakhand Combined State (Civil) Lower Subordinate Service Examination 2026. The online form runs from 6 November 2026 to 26 November 2026 (until 11:59:59 PM), and the fee must also be paid by then. Graduates aged 21 to 42 on 1 July 2026 can apply, though the two cane posts need a degree in Agriculture. All candidates must also meet one more condition. For these Group C posts, you must have passed Class 10 and 12 in Uttarakhand, or be registered at an employment office in Uttarakhand. A few other routes are explained below.
UKPSC Lower PCS 2026 Vacancy Table: 54 Posts in Eight Cadres
The table on pages 5 and 6 splits the 54 posts by category. UKPSC says the number may go up or down. UR means unreserved, OBC means Other Backward Classes and EWS means Economically Weaker Sections.
| Post | Department | Total | UR | SC | ST | OBC | EWS |
|---|---|---|---|---|---|---|---|
| Nayab Tehsildar | Revenue | 13 | 10 | 1 | 0 | 1 | 1 |
| Excise Inspector | Excise | 4 | 2 | 1 | 0 | 1 | 0 |
| Supply Inspector | Food, Civil Supply and Consumer Affairs | 2 | 2 | 0 | 0 | 0 | 0 |
| Marketing Inspector | Food, Civil Supply and Consumer Affairs | 20 | 15 | 2 | 1 | 0 | 2 |
| Labour Enforcement Officer | Labour | 5 | 2 | 1 | 1 | 0 | 1 |
| Tax Officer, Zila Panchayat | Panchayati Raj | 5 | 2 | 1 | 0 | 1 | 1 |
| Senior Cane Development Inspector | Sugarcane Development and Sugar Industry | 1 | 1 | 0 | 0 | 0 | 0 |
| Cane Development Inspector | Sugarcane Development and Sugar Industry | 4 | 3 | 0 | 0 | 0 | 1 |
| Total | 54 | 37 | 6 | 2 | 3 | 6 |
Some of these seats also carry a horizontal reservation. A horizontal seat sits inside a category column. For example, a woman from Uttarakhand who wins one of the three “UK women” seats under Nayab Tehsildar still fills an unreserved seat. The notice marks these horizontal seats:
- Nayab Tehsildar: 3 for Uttarakhand women and 1 for an identified Uttarakhand state movement agitator or dependant, all unreserved.
- Marketing Inspector: 6 for Uttarakhand women (4 UR, 1 SC, 1 EWS). There is also 1 unreserved seat for an ex-serviceman, 1 for an orphan and 2 for state agitators or dependants.
- Excise Inspector, Labour Enforcement Officer, Tax Officer and Cane Development Inspector: 1 unreserved seat each for Uttarakhand women.
Pay Level 5 to 7 and the Degree Each Lower Subordinate Post Asks For
All eight posts are Group C, non-gazetted jobs with a contributory pension. “Pay Level” is the level printed in the notice for each post, and the first figure of each scale is the starting basic pay. The notice gives basic pay only. It does not give allowances, so this page does not estimate in-hand pay.
| Post | Pay scale (Level) | Degree needed (pages 7 to 10) |
|---|---|---|
| Nayab Tehsildar | Rs 44,900 to 1,42,400 (Level 7) | Any graduate degree, or an equal qualification recognised by the government |
| Excise Inspector | Rs 44,900 to 1,42,400 (Level 7) | Any graduate degree, plus the physical standards below |
| Supply Inspector | Rs 35,400 to 1,12,400 (Level 6) | Any graduate degree and good Hindi in Devanagari script |
| Marketing Inspector | Rs 35,400 to 1,12,400 (Level 6) | Any graduate degree and good Hindi in Devanagari script |
| Labour Enforcement Officer | Rs 35,400 to 1,12,400 (Level 6) | Any graduate degree |
| Tax Officer, Zila Panchayat | Rs 35,400 to 1,12,400 (Level 6) | Any degree, or a qualification the state government treats as equal |
| Senior Cane Development Inspector | Rs 35,400 to 1,12,400 (Level 6) | Graduate degree in Agriculture |
| Cane Development Inspector | Rs 29,200 to 92,300 (Level 5) | Graduate degree in Agriculture |
For the two cane posts, a postgraduate in Agricultural Science gets preference when other things are equal. For most posts, the notice also gives preference to people with at least 2 years in the Territorial Army or an NCC “B” certificate. The Supply, Marketing and Labour posts also accept the NCC “C” certificate, and Supply Inspector accepts an NSS “C” certificate too. The Tax Officer post lists no preference. Preference only helps when two candidates are otherwise level. It is not a requirement.
You must hold the degree by 26 November 2026. Page 1 says the date of your qualification is the date your marksheet was issued or your result was declared. The form asks for that date, so keep it ready.
The Uttarakhand Schooling or Employment Office Rule for Group C Posts
Paragraph 6 (pages 11 and 12) says you must meet any one of these three conditions:
- Class 10 and 12 in Uttarakhand. You passed High School and Intermediate, or an equal exam, from recognised institutions located in Uttarakhand. Some people are treated as meeting this rule even if they studied elsewhere. This covers regular staff of the armed or paramilitary forces, state government or semi-government bodies, central government offices and central PSUs who work in Uttarakhand. Their service must be one that cannot be transferred out of the state. Their spouse and children also count. So do permanent residents of Uttarakhand living outside the state for work or study, with their spouse and children.
- Employment office registration. Your name is registered at any employment office (Sevayojan Karyalaya) in Uttarakhand by the last date of the form. People already in Uttarakhand state government service do not need this. Staff of other governments can register after getting a no-objection certificate from their department.
- Ex-servicemen registration. An ex-serviceman registered at a District Sainik Kalyan and Punarvas office in Uttarakhand does not need employment office registration.
Ex-servicemen have two extra rules. Take one who passed Class 10, holds the Army Special Certificate of Education (or the Navy or Air Force equal) and served at least 15 years. That person counts as eligible for Group C posts reserved for ex-servicemen that need a degree (pages 12 and 13). This holds where the post needs no technical or professional experience, or only non-technical work experience. One who already holds a state Group C or D job gets the age relaxation for a higher post, but not the ex-servicemen reservation (page 11).
The document checklist on page 78 asks for proof of the option you pick. So if you studied outside Uttarakhand and fit no other route, the employment office registration must be done by 26 November 2026. Registering after that date will not help.
21 to 42 on 1 July 2026, With Extra Years Only for Uttarakhand Categories
The age limit is 21 to 42 years on 1 July 2026. In plain dates, you must not be born before 2 July 1984 or after 1 July 2005. Only the date of birth in your High School certificate is accepted (page 22).
The upper limit is relaxed only for Uttarakhand categories:
- Uttarakhand SC, ST and OBC: 5 years
- Dependants of Uttarakhand freedom fighters: 5 years
- Uttarakhand persons with disabilities: 10 years
- Uttarakhand ex-servicemen: you may subtract your armed forces service from your age, and you qualify if the result is no more than 3 years above the limit
Reserved Seats and Lower Fees Only for Uttarakhand Domiciles
Page 13 says that candidates who are not domiciled in Uttarakhand get no reservation benefit and can apply only as unreserved (general) candidates. This covers SC, ST, OBC, EWS, women, ex-servicemen, persons with disabilities, freedom fighter dependants, orphans, sportspersons and state agitators. If you qualify under more than one sub-category, you get the one that helps you most. Category certificates must be valid on the last date. An OBC certificate is valid for 3 years from its issue date. An EWS certificate must be based on the income of the financial year before it was issued.
UKPSC Fee Table With the Rs 16.36 Processing Charge
| Category | Application fee | Processing fee with tax | Total |
|---|---|---|---|
| Unreserved (including all non-domicile candidates) | Rs 150 | Rs 16.36 | Rs 166.36 |
| Uttarakhand EWS | Rs 150 | Rs 16.36 | Rs 166.36 |
| Uttarakhand OBC | Rs 150 | Rs 16.36 | Rs 166.36 |
| Uttarakhand SC | Rs 60 | Rs 16.36 | Rs 76.36 |
| Uttarakhand ST | Rs 60 | Rs 16.36 | Rs 76.36 |
| Uttarakhand persons with disabilities (identified categories) | Rs 60 | Rs 16.36 | Rs 76.36 |
| Orphans living in voluntary or government homes in Uttarakhand | Nil | Nil | Nil |
Women, ex-servicemen, sportspersons, freedom fighter dependants and state agitators pay the fee of their main category. You can pay only online, by net banking, a bank card (debit or credit) or UPI. The fee is never refunded. If you cancel a form and apply again before the last date, you pay again. Candidates who pass the prelim must later pay a separate fee for the Mains. The notice does not give that amount.
Excise Inspector: 167.6 cm Height and Other Physical Standards
Only the Excise Inspector post has physical standards (page 8). The post is also not identified for any disability category, so persons with disabilities cannot apply for it.
| Standard | General and others | SC | Hill area |
|---|---|---|---|
| Height, men | 167.60 cm | 160.00 cm | 162.60 cm |
| Height, women | 152 cm | 147 cm | 147 cm |
| Chest, men (unexpanded / expanded) | 78.8 / 83.8 cm | 76.3 / 81.3 cm | 76.3 / 81.3 cm |
| Weight, women | 45 kg | ||
Men need a chest expansion of at least 5 cm. To claim the hill area height relaxation, you need the certificate in Appendix 6. It covers Scheduled Tribes of the area and people of Gorkha, Nepali, Assamese, Ladakhi, Sikkimese, Bhutanese, Garhwali, Kumaoni, Mizo or Naga origin. Candidates from Arunachal Pradesh, Lahaul-Spiti and Meghalaya are covered too.
The other seven posts are identified for several disability types. For example, Nayab Tehsildar is open to the disability codes OA, OL, LV/PB, HH/PD, LC, AAV/AV and MD, as page 7 prints them. Check the table on page 7 for your sub-category. A candidate with a disability can apply against an unreserved post only if that post is identified for her or his category. Disability reservation needs at least 40% disability.
UKPSC Lower PCS 2026 Exam Pattern: 150-Mark Prelim, 600-Mark Mains, 75-Mark Interview
Selection has three stages. The prelim is a screening test. Its marks are not added to the final merit, which comes from the Mains and the interview.
Prelim: one paper of 150 questions in 2 hours
- Part 1, General Studies: 100 questions, 100 marks. It covers general science and computers, Indian history and the national movement, polity, economy, geography and current events. Five of its ten topics are about Uttarakhand: history, culture, geography, economy and administration.
- Part 2, General Aptitude: 50 questions, 50 marks, on reasoning and arithmetic.
- Each question has four options. A wrong answer costs one quarter of that question’s marks. Marking two options counts as wrong. A blank answer costs nothing.
- No calculator is allowed. If a question has an error, the English version is taken as correct.
Appendix 1 lists 19 Uttarakhand cities for the prelim, and UKPSC says the number may change. They include Almora, Dehradun, Haldwani, Haridwar, Pithoragarh and Rudraprayag. You pick a city in the form, but UKPSC may give you another one.
Mains: four written papers at Haldwani and Haridwar
| Paper | Marks | Time | Questions |
|---|---|---|---|
| I. General Hindi | 100 | 2 hours | 6 |
| II. Essay | 100 | 2 hours | 2 |
| III. General Studies, first paper | 200 | 3 hours | 20 |
| IV. General Studies, second paper | 200 | 3 hours | 20 |
| Total | 600 |
You must score at least 35% in General Hindi. That paper includes 10 marks of English-to-Hindi and 10 marks of Hindi-to-English translation. In the essay paper you write two essays of about 700 words, one from each section. Section B is all about Uttarakhand: its culture, disasters, women, economy, tourism and migration. The interview carries 75 marks. Page 3 says UKPSC takes post preferences online from candidates who pass the Mains, and they cannot be changed later.
Minimum marks at each stage (Appendix 7)
| Category | Prelim | Mains | Final (written + interview) |
|---|---|---|---|
| Unreserved | 35% | 40% | 45% |
| OBC and EWS | 30% | 35% | 40% |
| SC and ST | 25% | 30% | 35% |
| Uttarakhand freedom fighter dependants | 25% | 30% | 35% |
| Uttarakhand ex-servicemen | 25% | 30% | 35% |
| Uttarakhand persons with disabilities | 20% | 25% | 30% |
After the prelim, UKPSC first posts the question paper. You can object to the structure of a question within 7 days for free. Then it posts the provisional answer key, and objections to answers within 7 days cost Rs 50 per question. Both rounds are online only.
UKPSC Registration, Marksheet Dates and the Final Button on pscuk.net.in
- Open pscuk.net.in (the portal named in the notice and linked from the UKPSC recruitment page). Click “How to Apply” in the menu bar and read the advertisement details and instructions. Then use the button on that page to start the application.
- Fill the registration form and create a password. Check the basic information, tick the declaration and submit. You get a message on your mobile and e-mail. Use your own mobile number, because it cannot be changed after registration.
- Log in and add your education: High School first, then Intermediate, then your degree, with the result or marksheet dates.
- Fill the remaining details the portal asks for, such as your Group C eligibility option, category and exam city.
- Upload your photo and signature as the portal instructs, and tick the declaration that they are yours.
- Check every entry, then click the final button. Pay the fee online by 26 November 2026 (11:59:59 PM) and print the application.
After final submission you cannot edit the form. If you find a mistake before the last date, use “Cancel My Application” with the OTP on your mobile and apply again with a new fee. You do not post the printout to UKPSC now, but keep it safe. For technical problems, the notice gives the e-mail ukpschelpline@gmail.com. Government employees must tell their employer before applying and show the employer’s no-objection certificate when asked.
Correction Window of 3 to 12 December 2026 and What It Cannot Fix
UKPSC will open the edit link once, from 3 December 2026 to 12 December 2026 (until 11:59:59 PM). You can change entries such as name, date of birth, category and gender there, but not the mobile number or e-mail ID. If you change your category there, you pay the fee of the new category. A change of sub-category only, which does not affect the fee, costs nothing. After this window, UKPSC will not consider any change request. Also note that a woman who claims to be a man in the form, or the other way round, is removed from the selection.
Forms 02 to 04 and the Appendix 8 Checklist Before the UKPSC Interview
Documents are checked after the Mains, before the interview. Appendix 8 lists what to bring:
- Forms 02, 03 and 04 from the notice, filled in your own handwriting, two sets each, plus two self-attested sets of all certificates
- High School and Intermediate marksheets and certificates, and your final year marksheet and degree. If the degree is not issued yet, bring a provisional certificate, because a marksheet alone is not accepted.
- Territorial Army, NCC or NSS certificates if you claim preference
- Caste, EWS and horizontal reservation certificates in the formats of Appendix 3, and the permanent residence certificate if it applies
- Proof of the Group C eligibility option you chose, such as the employment office registration card
- Hill area certificate if you claim the Excise Inspector height relaxation
- Discharge certificate and affidavit for ex-servicemen, and your employer’s no-objection certificate if you are employed
- A photo ID such as Aadhaar, voter ID or driving licence, and two recent passport-size photos
Conduct, Fitness and Exam Hall Rules in the LSS 2026 Notice
- Selection stays provisional at every stage. UKPSC can withdraw a recommendation even after the final result if a record is found wrong (page 4).
- A person dismissed from government or PSU service, or convicted of a crime involving moral turpitude (dishonest or immoral conduct), cannot be appointed (page 15).
- A man with more than one living wife cannot be appointed, nor can a woman who married a man who already had a living wife. The Governor may exempt a person (pages 15 and 16).
- A medical fitness certificate is needed before final appointment (page 16).
- Mobile phones, cameras, pagers, scanner pens and Bluetooth devices are banned at the centre. Breaking this rule can bar you from future UKPSC exams (page 21).
- Carry the photo ID you named in the form to every stage (page 24). Writing anything on the admit card counts as unfair means (page 2).
- Candidates with a disability who use a scribe get 20 minutes extra for each hour (Appendices 4 and 5).
No Exam Dates, Mains Fee or Prelim-to-Mains Ratio in Advt A-1/E-2/DR/LSS/2026-27
- No exam date is given for the prelim, Mains or interview. UKPSC says it will announce them on psc.uk.gov.in and in newspapers.
- The Mains fee amount is not stated.
- The share of seats for Uttarakhand women is set by the state’s 2022 Act; the notice does not print a percentage, only the seat counts in the table.
- In-hand pay is not estimated, because no allowances are listed.
- Prelim marks decide who goes to the Mains against the number of vacancies, but no ratio is printed.
Employment Office Card, Agriculture Degree and Excise Height: UKPSC Checks Before You Pay
- Check which Group C eligibility route you meet. If it is employment office registration, get it done in Uttarakhand before the last date.
- Check which posts your degree fits. Agriculture graduates also fit the two cane posts. You rank posts online only after passing the Mains, so check the Excise Inspector physical standards before you rank it.
- Keep your High School certificate, degree dates and category certificates in front of you while you fill the form, and pay the fee by 26 November 2026.
For more openings in the state, see our page of Uttarakhand government jobs, other state public service commission recruitments and jobs for graduates. Graduates in the Hindi belt may also look at the UPPSC RO ARO 2026 notification for 501 posts. Uttarakhand candidates with a technical trade may check the UKSSSC Technician Grade-II recruitment for 78 posts.
