UPPSC RO ARO 2026 Notification: 501 Samiksha Adhikari, Sahayak Samiksha Adhikari Etc Posts
On this page
The UPPSC RO ARO 2026 notification is Advertisement No. A-4/E-1/2026, dated 26 October 2026. It covers 501 posts of Samiksha Adhikari (Review Officer, RO), Sahayak Samiksha Adhikari (Assistant Review Officer, ARO) and four single posts. Most seats are in the UP Secretariat. The online form runs from 26 October to 26 November 2026, and the fee must also be paid by 26 November. Any graduate aged 21 to 40 on 1 July 2026, with the degree complete by 26 November 2026, can try for the 131 RO (non-Account) seats. Most ARO seats also ask for an O Level computer certificate (a NIELIT computer course certificate) and a Hindi typing speed of 25 words a minute.
261 ARO seats in the UP Secretariat lead the 501-post UPPSC RO ARO 2026 list
UPPSC calls this the Samiksha Adhikari/Sahayak Samiksha Adhikari Etc. (General/Special Recruitment) Examination-2026. Of the 501 seats, 495 are general recruitment and 6 are special recruitment (page 2). The table joins the department rows into posts.
| Post | Office | Seats |
|---|---|---|
| Samiksha Adhikari (RO) | UP Secretariat 122, UPPSC 3, Board of Revenue 6 | 131 |
| Samiksha Adhikari (Account) | UP Secretariat | 31 |
| Sahayak Samiksha Adhikari (ARO) | UP Secretariat 261, UPPSC 21, Board of Revenue 2, Office of the Advocate General 45 | 329 |
| Sahayak Samiksha Adhikari (Account), special recruitment | UP Secretariat | 6 |
| Manager, Care-Taker, Receptionist (Swagati), Store Keeper | UPPSC, 1 seat each | 4 |
| Total | 501 |
The largest single block is 261 ARO seats in the UP Secretariat. That row has 153 Unreserved, 26 SC, 1 ST, 55 OBC and 26 Economically Weaker Sections (EWS) seats. The 122 RO seats in the Secretariat split as 39 Unreserved, 56 SC, 3 ST, 12 OBC and 12 EWS. The 6 special recruitment seats are 3 SC and 3 OBC. UPPSC says the number may go up or down, and similar posts can be added before the prelim result (page 2).
A degree is not enough for most ARO seats: O Level and 25 wpm Hindi typing
Every post needs a bachelor’s degree. The extra conditions differ by post and by office (pages 2 and 3). This is the part that some job sites shorten to “any graduate”.
| Post | What you need on top of a degree |
|---|---|
| Samiksha Adhikari (RO) | Nothing more. A bachelor’s degree from a university set up by law in India, or an equal qualification. |
| ARO, Secretariat and Board of Revenue | “O” Level certificate of the DOEACC Society, now the National Institute of Electronics and Information Technology (NIELIT), or equal, and Hindi typewriting at 25 words a minute. |
| ARO, UPPSC office | Diploma in Computer Science or “O” Level certificate, and Hindi typewriting at 25 words a minute. |
| ARO, Office of the Advocate General, Allahabad High Court | ‘O’ Level certificate from NIELIT or equal, and Hindi typing on computer at 25 words a minute. |
| RO (Account) and ARO (Account) | Bachelor’s degree in commerce with Accountancy, ‘O’ Level certificate in Computer Application, and knowledge of Hindi in Devanagari script. A graduate-level degree from a Chartered Accountancy (CA) or Cost Accountancy (ICWA) course recognised by the Government of India also counts. |
| Receptionist (Swagati) | History, Geography, English Literature, Anthropology or Architecture as one degree subject, and good Hindi. |
For the ARO posts, English typing is a preference, not a must. The Care-Taker, Manager and Store Keeper posts list only preferences, such as hotel or catering courses, store experience or a commerce degree. Territorial Army service of two years or an NCC ‘B’ certificate is also a preference (page 3).
Two more rules matter here. First, you must hold every qualification by the last date of the online form, 26 November 2026. The advertisement says candidates still appearing in the qualifying exam “need not apply, because they are not eligible” (page 4). So if you are still appearing in your degree exam, you cannot apply. The degree must be complete by 26 November 2026. Second, the exam plan in the advertisement has no typing test. It does not say how UPPSC will check the 25-word speed. Keep proof of your typing skill ready all the same.
Age for UPPSC RO ARO 2026: born between 2 July 1986 and 1 July 2005
Age is counted on 1 July 2026. You must be at least 21 and not over 40 on that day. In birth dates, that means you were born between 2 July 1986 and 1 July 2005 (page 3).
- SC, ST and OBC candidates of UP, skilled players of UP in classified games (games on the state’s approved list), and UP government staff get 5 more years. This includes teachers and staff of Basic Shiksha Parishad schools and government-aided Madhyamik Vidyalayas. They must not be born before 2 July 1981.
- Persons with disabilities (PH) of UP get 15 more years, up to 55. They must not be born before 2 July 1971. PH seats exist only for identified posts; the four single UPPSC posts have none.
- Emergency or Short Service Commissioned Officers and ex-Army personnel of UP get 3 years plus their period of service.
- Research scholars of the Chief Minister Fellowship Programme get 1, 2 or 3 years, based on how long they served.
If you fit more than one group, you get only one relaxation, the one that helps you most (page 2).
Rs 125 prelim fee, and a second fee for the A-4/E-1/2026 Mains
The prelim fee is an exam fee plus a Rs 25 online processing fee (pages 1 and 2). Pay it through SBI MOPS, the State Bank’s online payment gateway, by net banking, card or the other modes shown. The form counts only when the fee reaches the bank by 26 November 2026.
| Category | Prelim fee | Mains fee |
|---|---|---|
| Unreserved, EWS, OBC (and other states for the Mains) | Rs 125 | Rs 225 |
| SC and ST | Rs 65 | Rs 105 (SC and ST of UP) |
| Persons with disabilities | Rs 25 | Rs 25 (PH of UP) |
| Ex-servicemen | Rs 65 | Rs 105 (ex-Army of UP) |
Women, dependents of freedom fighters and skilled players pay the fee of their original category. The Mains fee is paid only by those who pass the prelim, with a fresh online form (page 4). The advertisement says nothing about a fee refund.
UPPSC RO ARO exam: a 200-question prelim, then an 800-mark written Mains
Selection has two written stages. The advertisement mentions no interview. The final merit is made only from the total marks in the Mains (page 2).
Prelim. One objective paper of 3 hours with 200 questions: 140 on General Studies and 60 on General Hindi. Each question carries 1 mark (Appendix-2, page 7). A wrong answer costs one third (0.33) of a mark. Marking two answers counts as wrong. A blank answer costs nothing (page 4). The prelim is held at centres in districts of UP. About 15 candidates per seat are called to the Mains (page 4).
Mains. Four written papers in the conventional (descriptive) style. Each has 200 marks and 3 hours (Appendix-3, pages 7 and 8).
| Mains paper | What it asks | Marks |
|---|---|---|
| General Studies I | 10 short answers of 8 marks (75 words) and 10 long answers of 12 marks (125 words) | 200 |
| General Studies II | Same pattern as Paper I | 200 |
| General Hindi and Drafting | 8 questions, including official letters, terms, grammar and 10 marks of basic computer knowledge | 200 |
| Hindi Essay | Two essays: 80 marks (800 words) and 120 marks (1,200 words) | 200 |
| Total | 800 |
There is also a pass bar. SC and ST candidates need at least 35% marks, and all others need 40%, in the prelim and the Mains (page 4). Chief Minister Fellowship scholars get 2, 4 or 6 bonus marks in the Mains, based on 1, 2 or 3 years of tenure. These are the figures for the 501 to 1,000 marks band in the page 2 table, which is where an 800-mark Mains falls.
Pay Level 5 to 8 across the 501 A-4/E-1/2026 posts
A Pay Level is one level of the pay matrix, and it fixes your basic pay. The advertisement says the posts in this exam range from Rs 29,200 to 64,700 (Level 5) up to Rs 47,600 to 1,51,100 (Level 8) (page 2). So starting basic pay is between Rs 29,200 and Rs 47,600 a month, plus allowances. The advertisement does not say which post sits at which level. We have not estimated take-home pay, because that needs the UP government’s own Dearness Allowance (DA) order.
OTR number first, then the A-4/E-1/2026 form and SBI MOPS fee
You cannot apply without a One Time Registration (OTR) number. The advertisement asks you to get it from the UPPSC One Time Registration (OTR) portal at least 72 hours before you submit the form (page 1). By our count, a submission on 26 November needs the OTR number by the same time of day on 23 November. Earlier is safer.
- On the UPPSC site, open the advertisement list and click “Apply” against A-4/E-1/2026.
- Log in with your OTR number and an OTP or your OTR password. Your personal details come from OTR.
- Fill in the qualification for each post you want. Answer Yes or No for each preferential qualification.
- Pay the fee through SBI MOPS and print the payment slip. If payment fails, use “Pending Payment” on the candidate dashboard.
- Print the final form and keep it safe.
You can change the qualification details only once, up to 3 December 2026. That is also the last date for fee reconciliation (matching your payment with the bank record). Category, domicile, gender, date of birth and EWS details are taken as they stand on the last date or the modification date. Changes to OTR details must be synced on the dashboard (page 1).
Do not post any papers to UPPSC at the prelim stage. You send a hard copy with self-attested certificates only when the Commission asks, along with the Mains form (pages 1 and 4). Your date of birth is taken only from your High School (or equivalent) certificate.
A-4/E-1/2026 domicile rules for applicants from outside Uttar Pradesh
The advertisement sets a Mains fee for candidates of other states, so they can apply. But reservation is only for UP residents. Candidates from outside UP get no reservation and no age relaxation, even if they are SC, ST, OBC, EWS, PH, ex-servicemen, freedom fighter dependents or sportspersons (page 2). So they compete without category benefits and must fit the 21 to 40 age band.
Women’s reservation is different. The Hindi note on page 2 explains it. An older rule gave it only to women whose original home was UP. The Allahabad High Court struck that rule down on 16 January 2019. A government order of 26 June 2019 then removed it. Section 5 also lists “Female candidates” without the words “of U.P.”. Read together, this suggests women from other states can be counted for the women’s seats. But the note makes this subject to the final decision in Special Appeal 475/2019. For women, the caste certificate counts only if issued from the father’s side. An EWS certificate must show income for the year before the year you apply.
No exam date, no post-wise pay level: gaps in A-4/E-1/2026
- Exam date: not given. UPPSC will share the date and centre on the e-Admission Certificate, the admit card (page 2).
- Pay Level of each post: only the Level 5 to Level 8 range is printed.
- Typing check: the speed rule is in the qualifications, but the exam plan has no typing test.
- Fee refund: not mentioned.
Some job sites quote other totals, such as 411 or 428 posts. The official figure in A-4/E-1/2026 is 501 posts, with the form from 26 October to 26 November 2026.

Your OTR, certificates and fee: what to finish for A-4/E-1/2026
- Check your certificates. For ARO: degree, O Level or computer diploma, and typing skill. For the Account posts: B.Com with Accountancy (or the CA or ICWA equivalent) plus O Level.
- Get your OTR number at least 72 hours before you submit. If you change OTR details, sync them on the dashboard.
- Pay the fee and submit by 26 November 2026, then check your qualification details before 3 December 2026. That is the only part you can change, and only once.
