Mail Motor Services (MMS) Kolkata, a unit of India Post in the West Bengal Postal Circle, is filling 19 tradesman posts from the vacancy years 2015-16 to 2017-18. The India Post Skilled Artisan Kolkata notice of 29 October 2026 is a corrigendum (correction notice) to a 2020 notification. Forms sent in 2018 or 2020 still count, and new candidates can also apply. Your form has to reach the Beleghata Road office by Speed Post on or before 30 November 2026, by 5 PM. Age is counted on 1 July 2018, not on a 2026 date.

The MMS Kolkata file this page reads: these posts were advertised earlier on 08/08/2018 and on 19.05.2020. The new Notification No. MMG/36/Sk. Artisan/DR/II/95 (PDF) dated 29/10/2026 corrects the 2020 one. It comes from the Office of the Senior Manager, Mail Motor Services, 139, Beleghata Road, Kolkata. The 13-page file holds the English text, a Hindi translation, the application format and certificate formats. If the two languages differ, English is final. On 31 October and again on 5 November 2026, the India Post vacancies page carried this notice in a single row dated 29-10-2026. It showed no later corrigendum, extension or cancellation for MMG/36.

Seven trades in the India Post Skilled Artisan Kolkata list

MV means motor vehicle. MV Mechanic has the most posts, 8 of the 19. UR means unreserved, OBC means Other Backward Classes, SC means Scheduled Castes and ST means Scheduled Tribes.

Trade Posts SC OBC ST UR
MV Mechanic 8 2 1 1 4
MV Electrician 4 1 1 0 2
Tyreman 2 0 1 0 1
Blacksmith 2 1 0 0 1
Painter 1 0 0 0 1
Upholsterer 1 0 0 0 1
Carpenter and Joiner 1 0 1 0 0
Total 19 4 4 1 10

Ex-servicemen get 2 of the 8 MV Mechanic posts. These 2 are part of the 19, not in addition to it, and the person chosen is counted against his or her own caste category. There is no EWS column in the table. MMS Kolkata keeps the right to change the posts or cancel the notice.

Applied in 2018 or 2020? How the MMS Kolkata corrigendum treats old forms

The notice names two earlier notifications. One is dated 08/08/2018 (Employment News of 15-21 September 2018). The other is dated 19.05.2020 (Employment News of 3-9 October 2020).

  • Forms sent against either of those notices will be considered.
  • The office still prefers a fresh form that marks your trade choice from the list above.
  • If one person sends more than one form, only the latest form counts.
  • People who never applied before may also apply, if they meet the conditions.

The notice says it is issued in line with orders of the Central Administrative Tribunal (CAT).

Skilled Artisan age limit counted on 1 July 2018

A UR applicant must be 18 to 30 years old on 01.07.2018. The application format asks for your “Age as on 01.7.2018”, and the Hindi text gives the same date.

SC and ST applicants get 5 extra years, and OBC (non-creamy layer) applicants get 3. These extra years count only for posts reserved for that category. Central Government servants can be up to 40, under Central Government orders. Ex-servicemen first deduct their military service in the motor vehicle mechanic trade from their age. They then get up to 3 years (UR), 6 years (OBC) or 8 years (SC and ST). Persons with disabilities are not given any relaxation in the notice.

ITI certificate, or Class 8 and a year in the trade

Each trade can be entered in one of two ways:

  • A certificate in that trade from a technical institution recognised by the government. The form’s box for it reads “Technical Education (I.T.I. in relevant trade)”. ITI means Industrial Training Institute.
  • A Class 8 pass plus one year of experience in that trade.

An MV Mechanic must also hold a valid heavy motor vehicle (HMV) driving licence. The notice says the mechanic needs it to drive and test any vehicle in service. The notice does not give a date by which the certificate, experience or licence must be held.

Does an ITI holder need the one-year certificate? MMG/36 does not say

The notice contradicts itself here, and it does not settle the point. Page 2, clause 1(b)(i), asks for one year of experience only on the Class 8 route. Yet page 2, clause 3(vii), asks every applicant for a one-year trade experience certificate with the organisation’s name and full postal address. Page 3, clause 4(v)(d), lists a missing “relevant experience” as a ground for rejection, and clause 8 says selection looks at experience. Item 12 of the form on page 4 has a box for trade experience. The notice does not say whether an ITI holder without experience is turned away. It prints no phone number or e-mail for the office, and page 3, clause 7, says no correspondence of any nature will be entertained. So an ITI holder who has a one-year experience letter should send it with the form. If you have none, you apply knowing the notice leaves your case open. You can ask in person at the Beleghata Road office, since that is the only contact the notice gives.

A few other points are not settled either:

  • The trade test date, venue and syllabus will be given only with the Hall Permit (admit card).
  • An EWS certificate format is attached, but no post is marked for EWS.
  • The envelope format on page 4 prints “139, Beleghata Main Road”. The rest of the notice says “139, Beleghata Road”. The number and pincode 700015 are the same in both.

Group C, non-ministerial, with 1 year on probation at Level 2

The posts are in the General Central Service, Group C, non-gazetted and non-ministerial. Non-ministerial means the post is not an office or desk post. Pay runs from Rs 19,900 to Rs 63,200 on Level 2 of the 7th Pay Commission pay matrix, plus admissible allowances. Level 2 is the second level of that central pay table. MMG/36 prints no DA or HRA figures, so take-home pay is not worked out here. The new employee stays on probation for one year.

A Skilled Artisan trade test with no date yet and no TA-DA

MMS Kolkata first checks each form against the rules. Eligible applicants are then called to a competitive trade test, based on the syllabus of their trade. Final selection looks at qualification, experience, the posts open in your category and the skill test. Holding the minimum qualification alone does not give a right to be called. No travel or daily allowance (TA-DA) is paid for the test.

The notice mentions no application fee.

One trade per envelope to 139 Beleghata Road, and why forms get rejected

  1. Write the form on plain paper in the format given at the end of the notice. Fill in every item and sign it.
  2. Fix one recent passport-size photo in the space given on the form and attach a second. Self-attest both.
  3. Add self-attested copies: age proof (birth certificate, Class 10 certificate or school leaving certificate), address proof, proof of Indian citizenship, educational and technical certificates, and the one-year trade experience certificate.
  4. Add a caste or ex-serviceman certificate if you claim one. MV Mechanic applicants add an attested copy of the HMV licence or licence extract. Do not send originals.
  5. Applying for two trades? Send two forms in two envelopes, and write the trade name on each envelope.
  6. Address it to The Senior Manager, Mail Motor Services, 139, Beleghata Road, Kolkata-700015, and send it by Speed Post only.
  7. It must reach on or before 30 November 2026 by 5 PM.

The notice lists many grounds for rejection. A form can be rejected if it comes by courier or any mode other than Speed Post. It can also be rejected if it is unsigned, incomplete, late, damaged or wrongly addressed. Copies without self-attestation, a missing caste certificate and an age outside the limit are other grounds. So is one form for two trades, or an experience certificate without the full postal address. MMS Kolkata does not reply to letters about rejected forms.
