BTSC Touring Veterinary Officer Recruitment 2026 has 787 regular posts of Touring Veterinary Officer (TVO) and equivalent in the Bihar Veterinary Service. Advertisement No. 27/2026 of the Bihar Technical Service Commission (BTSC) covers vets for the Dairy, Fisheries and Animal Resources Department. Registration opened on 24 September 2026 and shuts at 11:55 PM on 23 October 2026, according to the BTSC website. You need a B.V.Sc. or B.V.Sc. & A.H. degree and permanent registration with the Bihar Veterinary Council. Pay is fixed at Pay Matrix Level 9, a step in the government pay table where basic pay runs from Rs 53,100 to Rs 1,67,800. Merit is out of 100: 75 marks from a computer-based test and up to 25 marks for contract work as a vet.

Where the facts come from: BTSC Advertisement No. 27/2026, an 8-page scanned Hindi notice signed on 24 September 2026, with its salary-certificate format (Annexure-I). BTSC’s short notice No. 3138 of 24 September 2026 gives the total of 787 posts. The age comparison uses BTSC Advt 29/2026 for Food Safety Officer. It is on btsc.bihar.gov.in, and the 11:55 PM closing time is from the BTSC web page for this advertisement. On 8 October 2026 the BTSC page for Advt 27/2026 still had the same advertisement PDF and the same dates. Notice No. 3138 was the only other BTSC notice for it. No corrigendum or new date had been added.

A note in the notice says the figures in brackets are backlog vacancies. The 13 posts marked with a star are VH 3, HH 3, OH 3 and MH 4. The notice says they were kept for the disability category in the selection under the previous TVO advertisement. They have now been allowed in the unreserved category.

Across the top of the table, the notice says the figures include a 35% share for women who are permanent residents of Bihar. This is a horizontal reservation: the women’s seats sit inside each category, not on top. The notice also prints a second row without a label: UR 75, EWS 19, SC 33, ST 2, EBC 37, BC 24, WBC 0, total 190. It does not explain that row in words. BTSC’s separate notice No. 3138 of 24 September 2026 gives the total as 787 vacant posts. So the 190 figures are not added to the 787.

The disability column shows VH 6+3*, HH 6+3*, OH 5+3* and MH 5+4*. VH is blind or low vision, HH is deaf or hard of hearing, OH is locomotor disability, and MH covers autism, intellectual or learning disability, mental illness and multiple disabilities. The table also shows 11 posts under the 2% horizontal reservation for grandchildren of Bihar freedom fighters who get a central pension. The notice says requisitions received before the written test may be added to this advertisement, and the number of posts may go up or down if a requisition is amended.

50% horizontal reservation for graduates of veterinary colleges in Bihar

A note in the notice applies a 50% horizontal reservation, in every reserved and unreserved category, for candidates who passed from veterinary colleges located in Bihar. It cites the General Administration Department resolution No. 12535 of 17 September 2018.

The degree itself must be a B.V.Sc. or B.V.Sc. & A.H. from a university recognised by the Veterinary Council of India. You must also be permanently registered with the Bihar Veterinary Council. Keep the registration certificate ready, as it is on the list of documents to upload. Every certificate you upload needs an issue date no later than 23 October 2026.

BTSC Touring Veterinary Officer Recruitment 2026 gives up to 25 marks for contract work

The merit list is out of 100 marks:

Your CBT percentage is multiplied by 0.75. The notice gives an example: 60% in the test becomes 45 marks. For part of a year, the marks are worked out from the number of working days, multiplied by 5 and divided by 365.

The notice lists these kinds of work. The first is work on a similar post in the Bihar government or a non-private body inside Bihar. Such bodies include a central government office, an undertaking, a corporation or an autonomous body. The second is work as a contract vet in projects run by the Dairy, Fisheries and Animal Resources Department, Bihar. The third is work as a contract vet in any department of the Bihar government. Experience is counted up to 24 September 2026.

Experience marks go only to candidates who pass the written test. You must claim the experience in the online form. You also need a salary payment certificate in the exact Annexure-I format, issued by the Director, Animal Husbandry, Bihar, Patna, on the recommendation of your institution. The notice says a certificate in any other format will not get you the experience marks.

Vets who aged out after the 2021 TVO round may apply

You must be at least 21 on 1 August 2026. The upper limit is 37 for unreserved men, 40 for unreserved women, 40 for BC and EBC candidates and 42 for SC and ST candidates. The notice does not print a separate upper age limit for EWS candidates. Your date of birth is taken from your matriculation certificate.

The TVO notice has two age rules that the BTSC Food Safety Officer notice of the same week does not have.

  • Vets working on contract in the eligible bodies above get relaxation equal to their period of work, up to 8 years, counted to 1 August 2026. You must claim this experience in the online form and upload the Annexure-I salary certificate. The notice says the age relaxation is not given without them.
  • The last TVO recruitment counted age from 1 August 2021. So candidates who crossed the upper age limit between 1 August 2021 and 1 August 2026 can also apply, if they meet the other conditions. The notice cites General Administration Department circular No. 212 of 23 January 2006.

Persons with disabilities get 10 more years. Regular Bihar government employees with 3 years of service, moving to a higher pay scale, get 5 more years. Ex-servicemen get 3 years plus their years of service, up to an actual age of 57. You can use only one relaxation.

Inside the B.V.Sc.-level written test for BTSC TVO candidates

  • 100 multiple-choice questions in 2 hours, in both Hindi and English.
  • Questions are set at the B.V.Sc. & A.H. level, on a syllabus from the department. BTSC says it will publish the syllabus separately on its website.
  • Each correct answer gets 1 mark, and each wrong answer loses 0.25 marks.
  • The test runs in more than one shift, so scores are normalised. The notice names this process but does not describe the method.

Minimum marks in the written test are 40% for unreserved candidates, 36.5% for BC, 34% for EBC, and 32% for SC, ST, women and persons with disabilities. Candidates who are not permanent residents of Bihar, including women and disabled candidates, must score 40%. Candidates who pass are called for document verification in order of category-wise merit.

No category benefit without a Bihar permanent address

Reservation goes only to permanent residents of Bihar, and the permanent address in your online form is treated as your residence. If you live outside Bihar, you get no reservation benefit, whatever your category in your home state. The 35% women’s reservation, the disability posts and the freedom fighter posts are also only for Bihar residents.

BC and EBC candidates need a non-creamy layer certificate made for Bihar government purposes, which shows the family is outside the better-off “creamy layer”. A caste certificate alone does not work. Women applicants need their SC or ST caste certificate, or BC or EBC non-creamy layer certificate, issued in their father’s name and address. You cannot change your reservation category after registering.

Uploading the Annexure-I salary certificate and other papers on the BTSC portal

  1. Register only online at btsc.bihar.gov.in. The notice names a single Rs 100 fee with no concession for any category. Pay it online by card, net banking or UPI, plus bank charges.
  2. Enter your Aadhaar number as photo ID. If you have no Aadhaar card, enter another photo ID such as a PAN card or driving licence. Carry the same ID to the exam and counselling.
  3. Upload a photo taken in the last 3 months, with a white background, your full face, eyes open and no glasses. Keep at least 5 more copies.
  4. Upload your matriculation certificate, all B.V.Sc. marksheets, and the degree or provisional certificate. Also upload the Bihar Veterinary Council registration and your caste, non-creamy layer, EWS, residence, disability or ex-serviceman certificates as they apply. Add the Annexure-I salary certificate if you claim experience.
  5. Tick every claim in the form, including experience. A claim you leave out is not given later.

No change or correction is accepted after you submit. At document verification, BTSC checks only the documents you uploaded. Bring printouts of them from the BTSC website, along with all the originals.
