IOCL Apprentice Recruitment 2026: 3,481 Seats in 8 Refineries, No Exam, No Fee

Indian Oil has quietly opened one of the biggest apprenticeship intakes of the year, spread across eight refineries in six states: 3,481 seats, no written exam, no application fee, and doors open for ITI holders, 12th pass, diploma engineers and B.Sc or B.Com graduates alike. The catch is that each refinery runs its own notification with its own deadline, and most of them close on 28 July 2026, while Panipat, the largest with 1,450 seats, stays open until 12 August.

Eight Refineries, One Table: Seats and Deadlines

All windows close at 5:00 PM on their last date. One nuance on Haldia: its notification’s date table says 30 July, but an inner paragraph carries the 28 July template line, so treat 28 July as the safe deadline there. There is no domicile restriction in any of the eight notifications: a candidate from any state may apply to any refinery, though training happens at that refinery’s location.

Who Fits Where: Trades by Qualification

The seats span eleven trade codes, and your qualification decides your lane:

• ITI holders: Fitter (Matric plus a 2-year ITI in the fitter trade). This is the classic trade apprentice route.
• 12th pass: Data Entry Operator, either as a fresher or with an NSQF Domestic Data Entry Operator skill certificate.
• Diploma engineers: Technician Apprentice in Chemical, Mechanical, Electrical or Instrumentation, on a 3-year diploma.
• B.Sc (Physics, Chemistry, Maths): Attendant Operator (Chemical Plant), and at most refineries also the Boiler trade, which runs a longer 24-month training.
• Any graduate (BA, B.Sc, B.Com): Secretarial Assistant, a 15-month training.
• B.Com: Accountant, one or two seats per refinery.

Minimum marks are 50% aggregate in the qualifying exam (45% for SC and PwBD candidates against reserved seats), while for the Fitter trade the ITI itself needs only pass marks. Regular full-time courses only, and you may apply for one trade at one refinery only; multiple applications are rejected outright. The Data Entry Operator lane runs as two separate codes, fresher and skill-certificate, which is how the drive counts eleven trade codes.

The Over-Qualified Are Barred: Read This Before Applying

IOCL’s apprentice notifications carry disqualifiers that catch many applicants by surprise, and they are worth reading twice:

• Holders of higher professional qualifications, including BE, BTech, MBA, CA, LLB and MCA, are not eligible for these apprentice seats. This drive is genuinely for the qualification levels it names, not for engineers applying downward.
• Your qualifying certificate must be no older than 5 years as on the cut-off date, and candidates awaiting results are not eligible.
• One year or more of work experience after the qualification disqualifies you, as does a previous apprenticeship in the same trade.
• Age must be 18 to 24 as on 30 June 2026 (31 July for Panipat), with relaxations of 5 years for SC/ST, 3 for OBC-NCL and 10 for PwBD. One caution for ST candidates: Panipat’s Haryana-based reservation roster carries no ST quota, so ST candidates should weigh the other seven refineries.

No Exam, No Fee: Merit Does Everything

Every one of the eight notifications states in plain words that there shall be no written test. Selection is a merit list of the aggregate percentage in your qualifying exam, trade by trade, with ties going to the older candidate and then to matriculation marks. After the merit list come document verification and a pre-engagement medical check, and that is the whole process. There is no application fee anywhere in the chain, since applications run through the free government apprenticeship portals. The stipend is paid as per the Apprentices Act and IOCL guidelines; the notifications do not print a rupee figure, so treat any amount you see elsewhere as unofficial.

The Two-Step Application Most People Get Wrong

Applying needs two mandatory steps, and missing the second one rejects your application:

1. Portal registration: ITI, 12th-pass, B.Sc, BA and B.Com trade categories register on the NAPS portal at apprenticeshipindia.gov.in. Diploma-based Technician categories register on the NATS portal at nats.education.gov.in. Yes, graduates in the trade categories go to NAPS, not NATS; the notifications are explicit about it.
2. The refinery’s own form: each refinery block on iocl.com/apprenticeships carries a Microsoft Form link for additional details. Both steps are compulsory.

Search the establishment by the refinery’s ID on the portal, apply to your one chosen trade, and complete the form before your refinery’s deadline.

Training, Not a Job, and What You Actually Get

Be clear about the nature of the engagement: this is apprenticeship training under the Apprentices Act, mostly 12 months (15 for Secretarial Assistant, 24 for Boiler), and the notifications create no right to employment at IOCL afterwards. What you do get is a year inside a Maharatna refinery, a stipend under the Act, 32 days of general leave plus 12 casual leaves, accident insurance, and safety gear for technical trades, though no HRA or accommodation. For an ITI or diploma holder building a career in plant operations, that line on the resume carries real weight with private refineries and chemical plants even though it is not a job in itself.

Which Refinery Should You Pick?

Since you can apply to only one, weigh three things: seat depth (Panipat’s 1,450 dwarfs everything and also has the latest deadline), your qualification’s trade mix at that refinery (Panipat and Paradip have no Boiler trade, for instance), and practicality of training there for a year. Candidates in eastern India have an unusual spread this cycle, with Haldia in West Bengal and three Assam refineries (Bongaigaon, Digboi, Guwahati) totalling 651 seats. The clock matters most for the 28 July group; Panipat gives you until 12 August.
