Of the 130 Manager (Engineering) posts in TGPSC Manager Engineering Recruitment 2026, 124 are kept for local candidates of Multi Zone-II, which covers Hyderabad and 13 other districts. The posts are in the Hyderabad Metropolitan Water Supply and Sewerage Board (HMWSSB), the city’s water supply and sewerage board. The Telangana Public Service Commission (TGPSC) issued Notification No. 04/OG/HM/2026 on 18 September 2026. Online applications run from 23 September 2026 to 5 PM on 17 October 2026. Any engineering graduate in the listed branches can apply, but non-locals can compete only for the 6 posts outside the local quota. The pay scale is Rs 54,220 to Rs 1,33,630. One written exam of two papers decides selection, tentatively in December 2026, with no interview.

Notification consulted: TGPSC Notification No. 04/OG/HM/2026 of 18 September 2026, a 42-page English PDF with seven annexures, from vacancies to the normalisation formula. On 5 October 2026 both TGPSC sites carried no corrigendum, addendum, new date or exam date for Notification 04/OG/HM/2026.

Category-wise seats in TGPSC Manager Engineering Recruitment 2026

In the table, OC is the Open Category, EWS is Economically Weaker Sections, and BC-A to BC-E are Telangana’s five Backward Classes groups. “Local” seats go to local candidates of Multi Zone-II under Telangana’s 95% local reservation. The 6 “unreserved” seats are not tied to local status.

Of the 6 unreserved seats, 3 are OC seats. The other 3 are reserved for BC-A, SC Group II and VH candidates. Candidates from other states get no reservation of any kind.

The grand total is 130, and the ex-servicemen row is blank. The notice calls these figures provisional. Seats can be added only before the exam date, through an addendum, and can be removed until the final selection. There will be no waiting list.

Civil gets 80% of the HMWSSB Manager seats

You need a degree in engineering. The notice shares the posts across branches like this:

  • 80% for Civil Engineering;
  • 15% for Electrical or Mechanical Engineering;
  • 5% for Computer Science, IT or Electronics and Communication (ECE) Engineering.

It does not turn these shares into a number of posts for each branch. Candidates are selected in merit order against the vacancies of their own branch.

The degree must be complete by 18 September 2026, the date of the notification, and your university must have declared the result by then. Having written the final exam, or a result still being processed, is not enough. So if your degree result was declared after 18 September 2026, or you are still in your final year, you cannot apply.

Who counts as a Multi Zone-II local for the 124 HMWSSB posts

Multi Zone-II covers these districts: Suryapet, Nalgonda, Bhongir-Yadadri and Jangaon; Medchal-Malkajgiri, Hyderabad, Ranga Reddy, Sanga Reddy and Vikarabad; and Mahabubnagar, Narayanpet, Jogulamba-Gadwal, Wanaparthi and Nagarkurnool.

The test of being local comes from Para 7 of G.O.Ms.No.124 of 30 August 2018, which the notice quotes in full. In short:

  • You are local to an area if you studied there for at least four consecutive academic years. Those years end with the year you first sat the “relevant qualifying exam”.
  • That exam is either the minimum qualification for the post or Class 7, whichever is lower. For this post, that means Class 7. So, on our reading of this rule, your Class 4 to Class 7 years usually decide your local area.
  • If you did not study in an educational institution for the whole or any part of that period, your own residence counts instead. It must be four years in the area just before you first sat that exam. Your parents’ address does not decide this.
  • If the four-year test does not make you local anywhere, a seven-year rule for study or residence in Telangana decides your local area. Under this part, visually or hearing handicapped candidates who studied in special schools take their parents’ native place.

The notice lists school study certificates for Class 1 to Class 7 among the documents. The post is confined to Multi Zone-II, but selected candidates must be willing to serve anywhere in Telangana.

Relaxations on top of the new 44-year age limit

Telangana raised the upper age for this post from 34 to 44 by G.O.Ms.No.86 of 18 May 2026. You must be at least 18 and not over 44 on 1 July 2026, so your birth date must fall between 2 July 1982 and 1 July 2008.

Staff of corporations and municipalities do not get the government employee relaxation. Ex-servicemen dismissed or discharged for misconduct or inefficiency get no relaxation. For ex-servicemen and NCC instructors, age after the deduction must still fit within the maximum. Nobody past 61, the retirement age, is eligible. A reserved-category candidate who uses an age relaxation is still considered for OC seats.

A 300-mark subject paper and a 150-mark General Studies paper

Paper II has 150 questions for 300 marks, which works out to 2 marks a question, though the notice does not state per-question marks. So Paper II is worth 300 marks against 150 for Paper I. It comes in five versions at degree level: Civil, Mechanical, Electrical, Electronics and Communication, and Computer Science and IT. The Civil paper covers building materials, strength of materials and structures, concrete and steel design, fluid mechanics, hydrology, environmental engineering, transportation, soil mechanics, estimation and construction management, and surveying. Paper I includes Telangana’s history, its statehood movement, its geography, economy and policies, along with reasoning and Class 10 level English.

Nothing in the 42 pages says wrong answers lose marks. TGPSC may hold the exam on OMR answer sheets or as a Computer Based Recruitment Test (CBRT). It will say which in a later note and on the hall ticket. If a computer test runs in several sessions, scores are normalised, which means adjusted so that sessions of different difficulty can be compared. Marks of any deleted question are shared out in proportion to performance on the valid ones.

Merit comes from the written marks alone, and you must sit both papers. The minimum marks to qualify are:

  • 40% for OC, sportspersons and EWS candidates;
  • 35% for BC candidates;
  • 30% for SC, ST and disabled candidates.

If not enough SC and ST candidates reach their minimum, TGPSC will consider them on their marks, whatever they scored. When marks are equal, a Telangana local goes above a candidate from another state, and then the older candidate goes first. Exam centres are Hyderabad (including the Hyderabad Metropolitan Development Authority area), Nalgonda, Sangareddy and Mahabubnagar. TGPSC may move you to another centre, and it does not accept change requests.

TGPSC processing fee, exam fee and the answer-key objection charge

The Rs 120 exam fee is waived for anyone without a job, who confirms this in the unemployment declaration. Staff of any government, public sector unit or corporation must pay it. Fees are paid online and are not refunded or adjusted for any reason.

If you challenge an answer in the key, you pay Rs 500 for each question, and TGPSC refunds it when the challenge succeeds. A marks memo costs Rs 200 and can be downloaded within 30 days of the result. There is no revaluation.

One Time Registration first, then the 04/OG/HM/2026 form

  1. New users must first complete One Time Registration (OTR) at tgpsc.gov.in. It gives you a TGPSC ID but does not count as an application.
  2. Bring your OTR up to date before you apply. The form pulls your name, birth date, education, community, gender, disability, ex-serviceman and sports details from it. Your application keeps the OTR details as they stood on the day you submitted.
  3. Log in with your TGPSC ID, birth date and the OTP sent to your phone. Check the details and pick an exam centre.
  4. Upload a colour passport photo taken within 3 months of the last date (100 KB to 200 KB) and your signature (20 KB to 30 KB), in JPG or PNG.
  5. Pay, click “Confirm and Submit”, and download the PDF form with its Reference ID.

TGPSC will not correct anything in a submitted form. If you have a disability but did not mark it in OTR, you will not be considered for disability seats. Government staff must inform their head of office in writing and give a no objection certificate (NOC) when asked.

Telangana certificates TGPSC will ask for in the HMWSSB selection

  • BC: community certificate and a non-creamy layer certificate in Form VII-B, from a Telangana revenue officer not below Tahsildar. It must be in your name with your father’s or mother’s name. Without it, you are treated as OC.
  • SC and ST: community certificate from a Tahsildar or Revenue Divisional Officer (RDO) of Telangana.
  • EWS: income certificate for the financial year before the year of application, from a Tahsildar through MeeSeva.
  • Disability: certificate in the SADAREM format. A temporary disability certificate gives no reservation. The report of the Appellate Medical Board set up for this recruitment is final.
  • Local status: study certificates for Class 1 to Class 7, or a residence certificate if you did not attend school then.

Local status, Telangana certificates and the Paper II syllabus

  1. Work out your local area. On our reading, that is usually your Class 4 to Class 7 schooling, or residence if you were not in school. Collect your Class 1 to Class 7 study or residence certificates.
  2. Make sure your BC, EWS or disability certificate matches the Telangana format, and update your OTR before you submit your application.
  3. Pick your Paper II branch syllabus from Annexure-II of the notice. Since the subject paper carries 300 of the 450 marks, it may deserve most of your preparation time.
