GPSC Assistant Port Officer Recruitment 2026 under Advt No. 45/2026-27 has one post, and its twin, Traffic Officer (Communication Officer) under Advt No. 46/2026-27, has one more. Both are Class-2 posts in the Gujarat Maritime Board (GMB). The Gujarat Public Service Commission (GPSC) has kept both for a special recruitment drive for persons with disabilities (divyang candidates). Only candidates who are blind or have low vision (40% or more) can apply. The online form runs from 24 September 2026 (1 PM) to 8 October 2026 (11:59 PM). You need a postgraduate degree in Business Administration, Science, Commerce or Engineering, or a PG diploma in Port Management or Port and Shipping Management. You also need 2 years of experience at Head Clerk level or an equal post. The pay is Level 8 of the 7th Pay Commission pay matrix, a basic pay of Rs 44,900 rising to Rs 1,42,400. GPSC has also issued Advt No. 52/2026-27 for 7 regular Assistant Port Officer posts in GMB, with the same form dates. It is not part of this disability drive, and this page does not cover it.

The record behind this page: the GPSC detailed advertisement for Advt 45/2026-27 and 46/2026-27, one 22-page document in Gujarati and English. We also used the common syllabus for both posts and the GMB recruitment rules, all on gpsc.gujarat.gov.in. The copy linked on the Advt 46 page has blank spaces where dates should be, so the dates here come from the copy on the Advt 45 page. GPSC’s newspaper advertisement dated 23 September 2026 gives the same dates for Advt 46. On 8 October 2026 the GPSC pages for both advertisements still gave the online form window as 24 September to 8 October 2026, and listed no corrigendum or date extension.

Blind and low-vision candidates only in the GPSC Assistant Port Officer Recruitment 2026 special drive

Each post is reserved for one category of disability only: blindness and low vision. GPSC says only candidates with the disability shown in its table can apply, so a candidate with any other disability is not eligible for these two posts. You need a benchmark disability of 40% or more, backed by a certificate in Form V, VI or VII under the Rights of Persons with Disabilities Rules, 2017. If you do not submit a copy of this certificate when GPSC asks for it, your form can be rejected. The online form has an “Other Details” step for your disability details and any scribe request (page 20). A GPSC notice of 24 December 2025 says candidates usually arrange their own scribe. To ask GPSC for a scribe, email ps2sec-gpsc-ahd@gujarat.gov.in at least 7 days before the exam, with the undertaking in its format. GPSC provides one only if a scribe is available.

No seat is set aside for any caste group, for women or for ex-servicemen. The single vacancy in each advertisement is only under the disability drive.

The citizenship rule on page 11 covers Indian citizens and a few listed groups, such as subjects of Nepal or Bhutan, who need an eligibility certificate. It sets no Gujarat domicile condition. Caste-based reservation benefits go only to candidates of Gujarat origin. On page 11, the fee waiver covers divyang candidates and ex-servicemen separately from the Gujarat-origin caste groups. The age relaxation row says only “candidates with disability”. One line on page 10 says reserved candidates from other states must pay the fee, without saying whether that includes divyang candidates. The Gujarati text on page 5 places divyang candidates inside its list of reserved categories. Divyang candidates from outside Gujarat can confirm the fee rule with GPSC on 079-232 58980 during office hours.

Postgraduate degree and 2 years at Head Clerk level for the GMB posts

Both advertisements ask for the same qualification. You need one of these:

  • A postgraduate degree in Business Administration, Science, Commerce or Engineering, or
  • A postgraduate diploma in Port Management or in Port and Shipping Management.

On top of that, you need at least 2 years of experience in one of two ways:

  • On a post not below Head Clerk in the Gujarat Maritime Board, or
  • In administration or accounts on a post equal to at least Head Clerk in GMB. This can be in a government office, a local body, a government undertaking, a board, a corporation, a university or a company under the Companies Act, 2013.

The experience must come after you got the qualification, and it is counted up to 8 October 2026. GPSC does not count part-time, daily-wage, apprentice, trainee, honorary or “in-charge” work, or experience gained as a Ph.D. scholar or JRF/SRF. Your experience certificate must be in the format GPSC prescribes, showing your period of work, pay and duties. Private-sector experience also needs a bank statement of your salary account and Form 16 or an income tax return.

You also need adequate knowledge of Gujarati or Hindi or both. Basic computer knowledge is required, and you must get the CCC computer certificate or an equal one before the final appointment letter.

The 39-year age limit and the 45-year cap for divyang candidates

The advertisement says your age must be 18 to 39 years on 8 October 2026, the last date of the form (pages 3 and 8). The GPSC web page for each advertisement says you “must not have completed 39 years”, which is stricter by a year. Disabled candidates get 10 more years, but the advertisement caps the total at 45 (pages 4 and 9). The web page lists “Upto 10” years for disabled candidates and does not print the 45 cap. So for most blind or low-vision applicants the limit is 45, not 49. If you are over 45 on 8 October 2026, the advertisement’s cap would rule you out, while the web page prints no cap. Confirm with GPSC on 079-232 58980 during office hours, the number printed on page 19 of the advertisement. GMB employees and ex-servicemen have separate rules. Women also get 5 years, again within the 45 cap. Ex-servicemen get their years of defence service plus 3 more years.

Some Gujarat Maritime Board employees are treated differently. This covers staff with 6 months of continuous permanent or temporary service whose first appointment was within the age limit. For them, the notice says the upper age limit does not apply where experience is a required qualification. Both these posts list experience as required.

GPSC accepts your SSC (Class 10) certificate as proof of date of birth. If you believe that date is wrong, you must send an age certificate from a competent authority, and GPSC decides whether to accept it. The date of birth in your form cannot be changed later.

The GPSC Assistant Port Officer and Traffic Officer preliminary test has 300 questions in 180 minutes

Selection has two stages, a preliminary test and an interview.

The notice gives 180 minutes for the preliminary test and lists the two probable dates above. It does not say how the time is split between the two parts. The medium is Gujarati unless GPSC decides otherwise, and the syllabus also says Gujarati. The test is usually held in Gandhinagar or Ahmedabad, at your own cost. The notice does not mention negative marking. You must sit both parts of the preliminary test, or GPSC cancels your candidature (page 17). GPSC may also ask for a consent form and a consent deposit before the test (pages 5 and 10). If you do not give them when asked, you cannot sit the test (page 21).

If you score less than 10% in the preliminary test, you cannot be called for the interview. For one vacancy, GPSC calls up to 10 candidates to the interview at its office. The final merit gives equal weight to both stages. Your preliminary score out of 300 is turned into 50 marks, and your interview score out of 100 is turned into 50 marks.

No port subjects in the Part 2 syllabus for Assistant Port Officer and Traffic Officer

The Part 2 paper is the same for both posts, and it has no shipping or port operations topics. It covers three areas:

  • Administrative skills: public administration, decision making, e-governance, communication and workplace ethics.
  • Human resource and general management: organisational behaviour, project and risk management, strategic management and prevention of harassment at the workplace.
  • Financial management in administration: budgets, cost control, audit and resource allocation.

It also includes current developments in these fields. Part 1 General Studies covers history and culture, polity, logical ability, the Indian and Gujarat economy, geography, science and technology, and current affairs.

Separate OJAS applications for Advt 45/2026-27 and 46/2026-27

  • Fee: disabled candidates, ex-servicemen and Gujarat-origin SC, ST, SEBC and EWS candidates pay no fee. Unreserved candidates pay Rs 100, plus postal charges at a post office or service charges online. Reserved-category candidates from other states must pay. The fee is not refunded.
  • Separate forms: you need a separate application, and a separate fee where it applies, for each advertisement.
  • Post office deadline: fee paid by challan at a post office must be paid by 9 October 2026. Candidates from other states, and Gujarat-origin unreserved candidates living outside Gujarat, can pay online only.
  • OTR first: One Time Registration (OTR) is compulsory, but OTR alone is not an application. Forms for both posts go only through gpsc-ojas.gujarat.gov.in.
  • Editing: the form can be edited until 8 October 2026, 11:59 PM. If you confirm more than one form, only the last confirmed one counts. After the closing date, no correction requests are taken.
  • Photo and signature: the photo must be 5 cm by 3.6 cm with a white background and the date it was taken, not older than one year. The signature must be 2.5 cm by 7.5 cm. Both must be JPG files of up to 10 KB.
  • Documents: do not post any papers now. Only shortlisted candidates upload documents later on gpsc-iass.gujarat.gov.in.
  • Employed candidates: staff of the central government, other states, local bodies, co-operatives and APMCs need a No Objection Certificate (NOC) from their appointing authority. It goes with the application, and the original must be shown at the interview. Gujarat government, semi-government and government company staff must inform their employer within 7 days of applying.

Pay Level 8 and two years of probation in the Gujarat Maritime Board

The post is in Level 8 of the 7th Pay Commission pay matrix, Rs 44,900 to Rs 1,42,400. A pay level is a band of the pay matrix. Allowances are not listed in the notice. The selected candidate becomes an employee of the Gujarat Maritime Board, not of the Gujarat government. The recruitment rules set a probation of 2 years. During probation you must pass the computer competency exam. You must also pass a Hindi or Gujarati exam under the rules. A security bond is also required.
